In addition, as Trunk Road T2 is a Schedule 2 Designated Project requiring an Environmental Permit for construction, we will carry out an EIA study as part of the investigation and design works to assess the potential environmental impacts of the road and identify the mitigation measures required.

In January 2007, we upgraded part of 711CL to Category A as 724CL “Kai Tak development – investigation and detailed design for advance infrastructure works for developments at the southern part of the former runway”, at an estimated cost of $38.0 million in MOD prices, for engaging consultants to undertake the investigation and detailed design for advance infrastructure works to serve the planned developments at the southern part of the former runway.

Following a discussion, the Executive Committee decided to approve the pilot project for validation of methyl formate as a blowing agent in the manufacture of polyurethane foam (phase I) in Brazil at a total cost of US $401,500 plus agency support costs of US $30,113 for UNDP, noting that the project was consistent with decision 55/43(e) and that it had been designed to disseminate the results from the validation of methyl formate technology in rigid and integral skin polyurethane foam applications globally, and on the understanding that the project would be the final validation project for methyl formate in the manufacture of rigid and integral skin polyurethane foams, and that approval of the project was without prejudice to consideration of the future funding request for phase II of the project by the Executive Committee.

For its part, Viet Nam would develop a plan of action to implement effectively the universal periodic review recommendations and would stand ready to discuss and share experience with all countries and international organizations to better ensure human rights in Viet Nam and the world.

The five factors with the most potential to cause slippage in projected estimates for completion of judgements on appeal are the delays associated with or caused by: (a) the nature of multi-appellant cases; (b) the inordinate amount of pre-appeal motions; (c) the inordinate length of time for translation of trial judgements into Bosnian/Croatian/ Serbian, as well as for translation of written submissions into one of the Tribunal’s working languages and Bosnian/Croatian/Serbian, especially in cases of selfrepresented appellants; (d) amendments to grounds of appeal, especially following translation of the trial judgement (mainly for represented appellants); and (e) understaffing and/or lack of experience in appeals support.

In many cases, the government of the country in which a particular asset is located is the sole authority able to grant such rights and, in some cases, may have limited infrastructure and limited resources which may constrain the Group’s ability to ensure that it has obtained secure title to individual exploration licences or extraction rights.

This assessment involves judgment as to: (i) the likely future commerciality of the asset and when such commerciality should be determined; (ii) future revenues based on forecasted oil and gas prices; (iii) future development costs and production expenses; (iv) the discount rate to be applied to such revenues and costs for the purpose of deriving a recoverable value, and (v) potential value to future E&E activities of any geological and geographical data acquired.

Furthermore, in the Special Declaration on Exploration of Non-renewable Natural Resources on the Argentine Continental Shelf of 3 August 2010, the Presidents of the States parties of MERCOSUR and associated States had rejected the exploration of non-renewable natural resources being carried out by the United Kingdom on the Argentine continental shelf, in violation of General Assembly resolution 31/49, and undertook to refrain from facilitating the activities of ships intended to provide support to activities involving drilling for hydrocarbons that would affect the rights of the Argentine Republic (see A/C.4/65/SR.2, paras. 16 and 17).

At the same meeting, speaking on behalf of the Rio Group, the representative of Chile: reiterated the Group’s support for the legitimate rights of Argentina in the sovereignty dispute with the United Kingdom; recalled its declaration and special communiqué on the exploration for fossil fuels on the continental shelf around the Islands, adopted by the Heads of State and Government of Latin America and the Caribbean gathered at the Unity Summit held in Mexico on 22 and 23 February 2010; rejected the military activities of the United Kingdom in the Islands, which ran counter to the region’s policy of seeking a solution to the dispute through peaceful means; and also recalled the declaration on that matter that had been adopted in Santiago in October 2010 (see A/C.4/66/SR.2).

The objectives of Tonga Offshore Mining’s plan of work are to: (a) determine the most efficient and environmentally acceptable method to process and recover nickel, cobalt, copper and manganese from the polymetallic nodules, and define in what form these metals would report in a final product for sale, as well as the related capital and operating costs; (b) decide upon the optimum method to recover the material to surface with the minimum of environmental disturbance, as well as the related capital and operating costs; and (c) define what grade of nickel, cobalt, copper and manganese is required in the polymetallic nodules for economic extraction, and determine through exploration what quantity and density of such material can be identified and delineated in the contract area.

The increased requirements for resources, e.g. groundwater, rare earth elements and heavy metals, have shown that science must operate in an environmentally conscious manner to mitigate the effects of exploration for and exploitation of these resources.
