Special and differential treatment and policy flexibility for LDCs need to be made operational according to a given country’s stage of development (rather than limiting it by time) within the World Trade Organization and regional and bilateral agreements, so that LDCs can adopt development strategies that reflect their specific needs and opportunities.

In order to respond effectively in today’s fast moving global media environment, and to exploit the opportunities presented by the exponential growth of new communications platforms, the Secretariat will need to build up a multilingual communications skills base, particularly in flexible content creation, web and new media management, media production, and marketing.

The funding components of this Agreement will not be modified on the basis of any future Executive Committee decision that may affect the funding of any other consumption sector projects or any other related activities in the Country.

This rulemaking implements the Security Council’s actions within the International Traffic in Arms Regulations by adding Libya to section 126.1(c) and revising the previous policy on Libya contained in section 126.1(k) to announce a policy of denial for all requests for licenses or other approvals to export or otherwise transfer defence articles and services to Libya, except where not prohibited under Security Council embargo and determined to be in the interests of the national security and foreign policy of the United States.

The expected outcomes under this agenda item include: (a) the identification of emerging issues that merit policy-oriented attention; (b) the identification of progress achieved and gaps requiring priority attention with regard to the implementation of Commission mandates; (c) follow-up actions to major global conferences; (d) the articulation of Asian and Pacific perspectives on issues that will be addressed in major global forums in 2011; (e) the endorsement of the reports of the subsidiary bodies which have been held since the sixty-sixth session of the Commission; and (f) the identification of key issues to be taken up in meetings of subsidiary bodies in 2011.

As regards specific Codex activities, while noting that the length and content of Codex reports was a sensitive issue, the evaluation concluded that the time spent on report writing and adoption was excessive and shouldbe limited in order to reduce the workload of the Secretariat.

Following the exercise of the option, in addition to the option repurchase expenses (including the option premium and profit entitlement) incurred during the period, $ 114 million of additional depreciation expense was recognised to reflect the depreciation that would have been charged if the related assets had not previously been classified as held for sale during the option period.

The attention of the Commission is also drawn to paragraph 4 of the annex to Council resolution 1982/50, in which the Secretary-General recommended that: (a) the documentation and programme of work of the subsidiary bodies of the Council and the Assembly be streamlined in order to enable the subsidiary bodies to perform effectively the functions entrusted to them; (b) the Council and the Assembly continue to review the provisional agendas for their subsidiary bodies, together with the list of requested documentation, in order, inter alia, to establish greater consistency in the overall request for documentation and its orderly consideration at the intergovernmental level, taking fully into account the mediumterm plan and the programme budget; and (c) in doing so, the Council and the Assembly also take into account the need for the consolidation of items and documentation for their subsidiary machinery.

These challenges can be overcome using strategies developed by stakeholders of Senegal’s education system, but a contribution from the international community would facilitate their implementation (table 5).

The areas of concentration for the discussion panel on the topic “Contributing to the assessment, in the context of the United Nations Conference on Sustainable Development, of progress to date and the remaining gaps in the implementation of the outcomes of the major summits on sustainable development and addressing new and emerging challenges” are presented in annex III and are intended to identify important issues that the discussion panel may wish to consider, in particular by reference to the addendum to the annual report of the Secretary-General on oceans and the law of the sea (to be issued as A/66/70/Add.1).

In this context, the representative of Japan notified the Executive Committee of its understanding that, if the project were approved, the portion of the total funding approved for the project equivalent to the contribution of Japan should be spent only on activities that could be monitored in a transparent manner, and that the funds should be spent only for the protection of the ozone layer, without being diverted to other uses.
