At the 39th meeting, on 28 July, the representative of Saint Kitts and Nevis, on behalf of Algeria, Antigua and Barbuda, China, Cuba, Dominica, Fiji, the Gambia, Grenada, Guyana, Jamaica, Nicaragua, Papua New Guinea, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Samoa, Sierra Leone, Solomon Islands, Suriname, the Syrian Arab Republic and Venezuela (Bolivarian Republic of), introduced a draft resolution entitled “Support to Non-Self-Governing Territories by the specialized agencies and international institutions associated with the United Nations” (E/2009/L.26).

In Africa CAP is seen by most ozone officers interviewed as either supporting the work of other agencies (mostly UNDP), Secretariats and bilateral agencies (GTZ, France, Canada, Japan) or conducting joint activities in a large number of countries, for example with UNDP (Burundi, Cape Verde, Chad, Congo, Democratic Republic of Congo, Djibouti, etc); UNIDO (Cote D’Ivoire, Egypt, Libyan Arab Jamahiriya, Uganda, etc); GTZ (Botswana, Ethiopia, Gambia, Mauritius, etc).

Subsequently, Australia, Austria, Belgium, Bosnia and Herzegovina, Bulgaria, Canada, the Central African Republic, Croatia, the Czech Republic, Denmark, Finland, France, Gabon, the Gambia, Germany, Greece, Guinea, Hungary, Iceland, Ireland, Israel, Italy, Japan, Latvia, Liechtenstein, Lithuania, Mali, Malta, Mexico, Monaco, Montenegro, Norway, Poland, Portugal, Romania, Slovenia, Sweden, Switzerland and the United Kingdom joined in sponsoring the draft resolution.

The Executive Board will also have before it for discussion 17 draft country programme documents: Cape Verde (draft common country programme document), Central African Republic, Chad, Gambia, Malawi and Mozambique in the Africa region; Algeria and Yemen in the Arab States region; Iran (Islamic Republic of), Myanmar, Papua New Guinea (draft common country programme document), Thailand and Viet Nam (draft common country programme document) in the Asia and the Pacific region; and Brazil, Dominican Republic, Panama and Peru in the Latin America and Caribbean region.

There are now 36 States Parties that formally indicated that they must still fulfil the obligation contained in Article 5, paragraph 1 of the Convention: Afghanistan, Algeria, Angola, Argentina, Bhutan, Bosnia and Herzegovina, Cambodia, Chad, Chile, Colombia, Congo, Croatia, Cyprus, the Democratic Republic of the Congo, Denmark, Ecuador, Eritrea, Ethiopia, Gambia, Guinea-Bissau, Iraq, Jordan, Mauritania, Mozambique, Peru, Senegal, Serbia, Sudan, Tajikistan, Thailand, Turkey, Uganda, the United Kingdom of Great Britain and Northern Ireland, Venezuela (Bolivarian Republic of), Yemen and Zimbabwe.

The statements were made by the representatives of Argentina (on behalf of the Group of 77 and China), Hungary (on behalf of the European Union), Indonesia (on behalf of the Association of Southeast Asian Nations), Canada (on behalf of Canada, Australia and New Zealand), Paraguay (on behalf of the Group of Landlocked Developing Countries), Maldives, China, South Africa, Lesotho, Pakistan, Brazil, Gambia, the United Republic of Tanzania and the Republic of Korea (see paras. ____).

They are to be exercised “subject to respect for the rights and freedoms of others”5 and “subject to the law of The Gambia in so far as that law imposes reasonable restrictions on the exercise of the rights and freedoms thereby conferred, which are necessary in a democratic society and are required in the interests of the sovereignty and integrity of The Gambia, national security, public order, decency or morality, or in relation to contempt of court.

Siltronic (Oregon, USA) was one of a few companies to be awarded the Recycle-At-Work Certification for the 2009 to 2010 period by the City of Portland.

Every person in The Gambia, whatever his or her race, colour, gender, language, religion, political or other opinion, national or social origin, property, birth or other status, shall be entitled to the fundamental human rights and freedoms of the individual contained in this Chapter, but subject to respect for the rights and freedoms of others and for the public interest.

The above quoted language from King Henry VII’s charter to John Cabot and his sons traces directly back to the long tradition of the Vatican papal bulls mentioned above.

Under this item, the Executive Board will also be asked to: (a) take note of the first one-year extensions of the country programmes for Eritrea and the Syrian Arab Republic; (b) comment on the draft common country programme documents for Cape Verde, Papua New Guinea and Viet Nam; and (c) comment on the draft country programme documents for the Central African Republic, Gambia, Malawi, Mozambique, Islamic Republic of Iran, Lao People’s Democratic Republic, Thailand, Algeria, Yemen, Brazil, the Dominican Republic, Guyana, Panama, Peru and Suriname, prior to their finalization.

The Task Force is coordinating actions by members and other major partners; improving complementarities and synergy; encouraging cooperation among countries and institutions to enhance efficiency; initiating flagship activities in priority areas (e.g. research studies on doctoral and post-doctoral education in Congo, Gambia and Niger); and exploring new ways to increase financing of joint initiatives.

The operative paragraphs of the draft decision congratulated South Sudan for having recently ratified all amendments to the Montreal Protocol and requested it to establish an import and export licensing system; asked Tajikistan and Gambia to undertake measures regarding their licensing systems; and encouraged Botswana to ratify the Montreal Amendment.

(g) The assessment of the implementation of plans and the provision of support should be measurable, reportable and verifiable, with clear targets and time lines (LDCs, Gambia, adaptation workshop); and an effective and enhanced global effort should be made to monitor progress on adaptation with the aim of incentivizing and advancing adaptation at the local, national and regional level (Bangladesh, MISC.1; EC and its member States, MISC.5/Add.1).

At the close of the Nairobi Summit, 8 States Parties had not yet provided an initial report in accordance with Article 7: Cape Verde, Equatorial Guinea, Estonia, Gambia, Guyana, Papua New Guinea, Saint Lucia and Sao Tome and Principe.

This Agreement represents the understanding of the Government of Gambia (the “Country”) and the Executive Committee with respect to the complete phase-out of controlled use of the ozone-depleting substances set out in Appendix 1-A (the “Substances”) prior to 1 January 2010 in compliance with Protocol schedules.
