While obtaining justice for the tragic events of the past, emphasis would be placed on the compelling need for national reconciliation in order to build durable peace, democracy and prosperity for the Cambodian people.

The feasibility study submitted to the Executive Board at its 166th session (166 EX/15), stressed, among other things, that the purposes and functions of the International Institute for Opera and Poetry (IIOP) are in keeping with UNESCO’s objectives, in particular regarding the promotion and dissemination of knowledge in the field of the world lyrical heritage; the promotion of education and training for artists working in the fields of opera and poetry, and in particular for young people of talent; the promotion of initiatives internationally, nationally and locally in these two key areas; and the promotion of new contemporary creative works, particularly those serving as mediafor new types of multicultural exchange.

The Ministers reaffirmed the special needs of and challenges faced by the landlocked developing countries caused by their lack of territorial access to the sea, aggravatedby the remoteness from world markets and also the concern that the economic growth and social well-being of land-locked developing countries remain very vulnerable to external shocks as well as the multiple challenges the international community faces including the financial and economic crisis and climate changes.

The usual challenges faced by least developed countries are further aggravated by the numerous global challenges, such as the economic and financial crisis and rising food and fuel prices.

The primary challenges faced by the secretariat of the Advisory Committee are twofold: the first concerns inadequate resources, which is compounded by the second challenge, the short time frame allotted to produce reports reflecting the Committee’s expert opinions on the proposed budgets and administrative issues submitted by the Office of Programme Planning, Budget and Accounts, as well as other departments and offices of the Secretariat.

Multiple, interrelated global crises and challenges, such as increased food insecurity, volatile energy and commodity prices, and the global financial and economic crisis partly reversed development gains that least developed countries achieved over the years.

That situation was exacerbated by the vulnerability of those countries to natural disasters and environmental degradation, which had an adverse impact on the livelihood of many, especially the poor.

This issue is raised by boththe increase in the number of patent applications which is imposing heavy demands on the resources of many patent offices, and the recognition that there is considerable duplication of effort in the system, particularly with regard to the need to submit multiple applications for a single invention in different jurisdictions.

Many delegations held the view that climate change, related natural disasters and necessary adaptation and mitigation were posing formidable challenges for developing countries, especially the least developed, and were undermining the achievement of the Millennium Development Goals, especially in the light of the increasing frequency and magnitude of natural disasters.

Simply consolidating ties to the leadership of a regime without cultivating broader relationships in the country can alienate segments of both public and elite opinion, and lead to instability that threatens investments.

The Committee, recognizing that gender equality is particularly challenged by the complex gender dynamics of emergencies, humanitarian assistance and early recovery which may compound vulnerability and marginalization, urges States parties to implement gender-equitable policy and programme interventions, including special measures, in order to ensure that all boys and girls affected by emergency situations have equal access to safe, quality and relevant education.
