Achieving these objectives would benefit Member States and indigenous and local communities economically, technologically and culturally, and, in line with the DA, enhance the capacity of developing countries and LDCs to benefit from the knowledge economy through the use of IP.

Research which does not have potential direct health benefit should only be undertaken by way of exception, with the utmost restraint, exposing the person only to a minimal risk and minimal burden and, if the research is expected to contribute to the health benefit of other persons in the same category, subject to the conditions prescribed by law and compatible with the protection of the individual’s human rights.

At its 37th plenary meeting, on 27 July 2009, the Economic and Social Council took note of the decision of the Committee on Non-Governmental Organizations to submit, at its resumed session, a list of non-governmental organizations that had failedto submit their quadrennial reports for two or more consecutiveperiods,for suspension of their consultative status, after having confirmed that the Secretariat had sent final reminders to those organizations with outstanding reports and had requested each to submit a report covering the preceding four-year period by 1 May 2009, and that the permanent missions of the Member States in which the headquarters of the non-governmental organizations concerned are based had been notified of the final reminders, which clearly indicated the consequent recommendations the Committee would make to the Council should those non-governmental organizations fail to meet the deadline.

The subprogramme is expected to achieve its objectives and expected accomplishments on the assumptionthat: (a) economic, social and environmental conditions and trends continue to be conducive to the implementation of sustainable development strategies, including the green growth approach; (b) national economic, social and political conditions in the target countries remain stable; (c) government institutions and civil society organizations have the necessary human and financial capabilities to ensure successful cooperation; and (d) adequate extrabudgetary resources are mobilized to ensure the necessary outreach and depth of technical cooperation activities.

The Conference urged member countries and international donors and organizations to increase investment in crop research and development, based on rigorous priority-setting involving all stakeholders to ensure focused and relevant research.

In its decision 1997/232, the Economic and Social Council decided that the Commission on Crime Prevention and Criminal Justice, in addition to plenary meetings, should be provided with full interpretation services for a total of 12 meetings for informal consultations on draft proposals and for meetings of open-ended working groups, with the precise allocation of time for the different types of meetings to be determined by the Commission under the agenda item entitled “Adoption of the agenda and organization of work”, on the understanding that no more than two meetings would be held concurrently, in order to ensure maximum participation of delegations.

Progress in proteomics has included: better understanding of how proteins are synthesized; fluctuations in their presence over time; better characterization of the system which ensures the premature termination of sequences that fail quality control; new tools to assist in the identification and quantification of proteins; increasing standardization of data reporting; improved tools for determining the structure of proteins; enhanced understandings of protein-protein interactions, such as through mapping, regulation, cross network comparisons and studying protein signalling cascades.
