Even though governments still have a preference for local satellite operators, we believe that they will recognise the benefits of an open market and hence will eventually allow foreign operators to enter these markets without restrictions.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.

The following elements of qualityeducation were highlighted: focus on assistance in curricula review and revision, particularly the introduction of values education and ethical approaches, in accordance with national priorities and Arab needs; “learner-centred” education; improvement of teaching including capacity-building and teacher training; improvement in the status of teachers; development of benchmarking and assessment; elaboration of national standards regarding quality education.

To be able to face current and future challenges, it is necessary to increase the physical, human and institutional infrastructure; increase agricultural productivity and expand the export capacity of communities and countries; mainstream climate change and land degradation issues into national budgets; involve non-traditional donors, in particular civil society organizations and the private sector, in poverty reduction strategies; promote regional integration, especially as far as the creation of the price mitigation mechanism isconcerned;and strengthen the capacity of the State to respond to social demands.

In the first step, they must obtain a ‘validation stamp’ from the municipality office after 14 days of issuing the permit, which confirms its validity (no application claims from neighbours).

Whileit appreciated theprogress already achieved following the transition from the design phase to construction activity, including the construction of the temporary North Lawn Building, it stressed that the schedule for the relocation of staff to swing spaces should be strictly followed so that repair and renovation work could begin in a timely manner and cost overruns could be avoided.

The Committeenotes that the number of countries on the agenda of the Peacebuilding Commission has increased from two in 2006 to six in 2011: Burundi, Sierra Leone, Guinea-Bissau, Central African Republic, Liberia and Guinea, with the possibility of another one coming on board in the near future.

Outcome area 3.5: Effective knowledge-sharing systems, including traditional knowledge,a are in place at the global, regional, subregional and national levels to support policymakers and end users, including through the identification and sharing of best practices and success stories.

While noting the plan to establish a national body for the coordination of policies at all levels, the Committee is concerned at the lack of effective coordination both in Tanzania Mainland and Zanzibar.

Additional capacity is required to allow MINUSTAH police to develop an enhanced programme of co-location and joint operations with the Haitian National Police, including a permanent presence at the seven largest internally displaced person camps, of which the largest houses over 50,000 people, and to enable co-location of United Nations police with Haitian National Police officers at departmental, town and district level, with appropriate formed policeunit support.

This set of questions mainly referred to the scope of its coverage as regards the advancement of science today, and to the application of its principles and norms regarding contemporary advancements in science and technology as well as regarding the mechanisms created to ensure this application.

The Republic of Slovenia stands ready to cooperate fully with all members of the Executive Committee in order to findconstructive solutions to the challenges facing the Programme of the United Nations High Commissioner for Refugees.
