Already an important focus of the work of UNAMA and the United Nations, the protection, promotion and fulfilment of the human rights of all Afghans should become increasingly central to the Mission’s mandate in the next year and beyond, including in the light of the current issues relating to the protection of civilians, theconcerns regarding local security arrangements, the likelihood of progress on social and economic rights in the medium and long term, and the protection and fulfilment of the interests and aspirations of Afghan men, women and children in the context of a peace process.

The General Assembly should reiterate its support for strengthening the capacities of the Economic Commission for Africa (ECA) and invite the Secretary-General to take further measures by allocating adequate resources to ECA including, as appropriate, through redeployment of resources, to enable it to effectively fulfil its strategic coordinating role with regard to the RCM in support of the AU and its NEPAD programme.

They should be interpreted in a generous spirit in cooperation with the communities and with a view to the effective application of human rights instruments and standards in practice, so that they can make a real difference in the lives of persons belonging to minorities.

The Committee recalling its general comment No. 13 (1999) on the right to education according to which education must be accessible to all, especially the most marginalized and disadvantaged groups, in law and in fact, without discriminationon any of the prohibited grounds, calls upon the State party to consider withdrawing this circular.

However, I do not wish to minimize the challenges ahead to achieving all the many goals incorporated under the great umbrella of general and complete disarmament, or the hard work that will lie ahead in forging consensus on the three issues on the agenda of the Commission, concerning nuclear disarmament and non-proliferation, a new disarmament decade, and practical confidence-building measures in the fieldof conventional arms.
