The representative of the Director-General said that the section on the implementation of recommendation 25 referred to the need to amend paragraphs 4 and 5 of Article 10 of the Rules of Procedure concerning recommendations to Member States and international conventions covered by the terms of Article IV, paragraph 4, of the Constitution in order to ensure full participation by Member States in the preparation of such standard-setting instruments.

The tool for assessing the implementation of the right to education could outline the criteria or indicators for implementation, such as the domestic legal framework for protection of the right or the use of mother tongue at school.

The Council’s goals are to serve as a network facilitator linking adult and adolescent women in the field of science and technology, to serve as a contact point for voicing problems related to women’s roles in science, to collect information regarding programs promoting women’s role in science, to propose and implement programs that will promote women in science, toraise public awareness regarding the state of women in science and to coordinate between public and private initiatives for the advancement of women’s involvement in science.

As well, at various Meetings of the States Parties, as noted elsewhere in this review, the States Parties took decisions to enhance the effort to implement and ensure compliance with the Convention.

In washing leather, not only changes in colour can occur in the leather, but coloured substances may bleed from it and may stain adjacent textile materials.

It is to be noted that the still valid observations are being followed up and will be cleared in detail after the issuance of the present report, but the nature of most of those observations requires structural reform for their clearance combined with their being addressed at the legal and administrative levels, as mentioned above.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.

At its resumed sixty-fourth session, the General Assembly reaffirmed the commitment by all States to establish a monitoring mechanism to follow up on all commitments related to the development of Africa, as contained in the political declaration on Africa’s development needs; reaffirmed its full support for the implementation of the New Partnership for Africa’s Development, and its commitment to the full implementation of the political declaration on Africa’s development needs; and requested the Secretary-General to submit a comprehensive report on the implementation of the resolution to the Assembly at its sixty-fifth session on the basis of inputs from Governments, organizations of the United Nations system and other stakeholders in the New Partnership (resolution 64/258).
