One additional post is requested for a Cashier (P-4) in the Treasury, to address the increase in the volume and complexity of peacekeeping transactions, as well as the increase in the number of Integrated Information Management System payroll payment instructions records resulting from the increase in the number and turnover rate of peacekeeping staff (see A/64/697, para. 370).

In this context, the report addresses issues concerning work permits for spouses and children, domestic helpers and non-dependent family members of staff; the acquisition, rental and sale of real estate by staff; the integration of staff into the social security system of host countries; the possibility for staff members and their families to retire in the host countries; and the payment of value added tax (VAT) and other taxes, as well as income taxation issues.

During this session, the SHS and SC Commissions examined the resolution proposed in document 35 C/COM SC/DR.1 (submitted by: Austria, Belgium, Plurinational State of Bolivia, Burkina Faso, Congo, Democratic People’s Republic of Korea, Denmark, Djibouti, Dominican Republic, Finland, Iceland, Libya, Lithuania, Luxembourg, Madagascar, New Zealand, Netherlands, Norway, Palau, Papua New Guinea, Poland, Portugal, Samoa, Senegal, Slovenia, Sweden, Tuvalu, Uruguay; co-sponsored by: Barbados, Costa Rica, Germany, Kazakhstan, Latvia, Lebanon, Malaysia, Monaco, Pakistan, Solomon Islands, Suriname, and Zambia), requesting the Director-General to strengthen UNESCO’s specialized capacity on climate change, building upon UNESCO’s unique interdisciplinary profile.

In accordance with rule 39 of the Council’s provisional rules of procedure, I invite Ms. Navanethem Pillay, United Nations High Commissioner for Human Rights, to participate in this meeting.

Through the Inter-Agency Criminal Justice Commission, the judiciary is taking steps to include criminal judges, prosecutors, public defenders, forensic physicians, mental health workers, police, prison officials and others in the training programmes for justice officials on international treaties and optional protocols on torture and cruel, inhuman and degrading treatment, and notably the application of the Istanbul Protocol.

Rather than reciprocate the efforts and gestures made for peace — from the explicit commitment to peace and the two-State solution based on the pre-1967 borders made by the Palestinian leadership, beginning with the Palestinian Declaration of Independence over 20 years ago; to the Madrid, Oslo, Taba, Sharm el-Sheikh and Annapolis commitments; the Arab Peace Initiative over eight years ago; the road map to Mideast peace and the Quartet Statement; the diplomatic efforts of the United States of America and all other concerned nations — Israel continues to pay only lip-service to the pursuit of peace, while its actions are actually destroying any chance for the realization of peace.

By a letter dated 17 February 2011 (S/2011/77), the Secretary-General informed the Security Council that he had appointed to the Group of Experts, Mr. Nelson Alusala of Kenya (arms), Mr. Ruben de Koning of the Netherlands (natural resources), Mr. Steven Hege of the United States of America (armed groups), Ms. Marie Plamadiala of the Republic of Moldova (Customs and logistics) and Mr. Fred Robarts of the United Kingdom of Great Britain and Northern Ireland (regional issues and Coordinator).

The following data collection approaches were employed: (a) Observation of a regional seminar held in Windhoek in 2001 (hereafter referred to as Windhoek +10 Conference); (b) Interviews of key informants at UNESCO Headquarters; (c) Field visits to three countries (Mozambique, Indonesia, Federal Republic of Yugoslavia) where the evaluators interviewed UNESCO regional and field office staff, as well as NGOs who were beneficiaries of UNESCO’s assistance; (d) Document analysis; (e) Two questionnaires were distributed to international, regional, and national media NGOs, including participants of the Windhoek +10 Conference, in order to receive their perspectives on UNESCO’s strategies.

In order to improve the situation in the field of control of narcotic substances, the responsible Ministries have taken specific actions to correspond to the legislative and normative requirements on the legal circulation of narcotic substances for medical purposes, stopping illegal traffic of drugs, implication in prophylaxis and treatment programmes of all the persons affected by drug addiction, with a strict application of the requirements set in the UN Human Rights Conventions, with the purpose to avoid crimes and delinquent behaviour from drug users, socio-medical rehabilitation of this group of people.

I have the honour to transmit herewith relevant documents along with letters written by 45 prominent Palestinians from Jerusalem and Israel, including Christian and Muslim figures, politicians, businesspeople and civil society activists, addressed to the United Nations High Commissioner for Human Rights, Navanethem Pillay, and the Director-General of the United Nations Educational, Scientific and Cultural Organization (UNESCO), Irina Bokova, urging that they take action to stop the continued destruction of Ma’man Allah Cemetery in Jerusalem by the Israeli Government (see annex).
