After the pre-qualification proceedings have been completed, the request for proposals must be provided to all pre-qualified suppliers.

It is not enough to say that only the Assembly can appreciate the reasons which have led it to request an advisory opinion (Advisory Opinion, paragraph 34), since that would mean the Court abandoning outright the exercise of its discretion as to the propriety of giving such an opinion.

The HELP programme has launched a global call for basin proposals in October 2003.

Whereas the Court declines to consider either the motivation of the General Assembly or the aims it was pursuing by means of its request for an opinion, it has nonetheless deemed itself authorized to modify the wording of the request, to the point of completely altering its meaning and scope.

Since October 2006 Allianz SE has been proud to partner the International Paralympic Committee (IPC) and the German National Paralympic Committee (Deutscher Behindertensportverband; DBS) in order to proactively support the global Paralympic Movement and the athletes of the German Paralympic Top Team on their way to the Paralympic Games in Beijing 2008.

We will keep developing the strategic partnership with Chinese National Academy of Arts (the Protection Center of Intangible Cultural Heritage of China), and provide donations to a number of intangible cultural heritage projects along the journey through the CCF-BMW Warm Heart Fund.

In paragraph 63 of his report (A/64/380), the Secretary-General provides information on a number of related initiatives being implemented concurrently with ERP within the United Nations Secretariat and missions, including: IPSAS implementation, the talent management system (recruitment and staffing), Lean Six Sigma (non-systems process improvement), enterprise content management and customer relationship management, as well as a fuel management system and a rations management system for peacekeeping functions.

In section V, paragraph 11, of the same resolution, the General Assembly requested the Secretary-General to seek a more effective strategy to fill current and future language post vacancies at all duty stations in a timely manner, took note of paragraph 92 of the report of the Secretary-General on the pattern of conferences (A/63/119 and Corr.1), and also requested the Secretary-General to hold the competitive examinations for the recruitment of language staff referred to in that paragraph, as well as other examinations beyond 2009, well in advance so as to fill current and future language post vacancies at all duty stations in a timely manner, and to inform the Assembly at its sixty-fourth session of efforts in that regard.

There is a need for a number of additional measures such as succession planning to determine whether retiring staff are best replaced by developing existing staff or recruiting from outside the Organization; the development of competency frameworks for staff at the P-1 to P-4 levels and staff in the General Service category; the development and implementation of training and development plans to support the competency frameworks; and appropriate contractual arrangements and benefits that promote UNESCO as an employer of choice.

That this Council urges the Government to comprehensively review the West Kowloon Cultural District development project, consider the ‘software’ contents before planning the cultural facilities, extend the deadline for submission of development proposals, openly and thoroughly consult the cultural sector, professional bodies, the real estate sector, the Legislative Council, the public and relevant organizations, and uphold the ‘people-oriented’, ‘partnership’ and ‘community-driven’ principles put forward by the Culture and Heritage Commission for the West Kowloon development in formulating a development and operation plan that is open, fair and proper; and in the process of development, the Government should also facilitate a partnership between developers and the cultural sector, so as to allow the latter to participate in the planning and future operation of the facilities in the district.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.
