[...] [...] and so it is not surprising that it will ignore the largest number of UPR recommendations, specially those related to putting an end to the occupation in all occupied Palestinian and Arab territories and to recognizing the right of Palestinian people to self-determination, to an independent sovereign state with Jerusalem as a capital, and to the right of return of Palestinian refugees to their homeland and their right to compensation and restitution of their properties.

The project “Strengthening technical and content capacity of the local broadcaster TV Nalchik” (Kabardino Balkaria, Russian Federation) provided the local television station with both technical and creative capacity to produce and broadcast television programmes aimed to contribute to the process of strengthening peace and tolerance in the region, to articulate independent views and opinions of youth on the major social and economic issues.

The temporary limited and unexpected nature of cash needs is such, however, that the above-mentioned procedures have not been retained as viable solutions in the past for practical reasons.

Nevertheless, the Commission had decided to assimilate international organizations to States with regard to the issue of tacit acceptance.849 In the light of criticisms from some States,850 the Commission decided to “refrain from saying anything in paragraph 5 of article 20 concerning the problems raised by the protracted absence of any objection by an international organization”, but “without thereby rejecting the principle that even where treaties are concerned, obligations can arise for an organization from its conduct”.851 Draft article 20, paragraph 4, as adopted by the Commission thus reproduced article 20, paragraph 5, of the 1969 Vienna Convention word for word.852 During the Vienna Conference, however, the idea of assimilating international organizations to States was reintroduced on the basis of several amendments to that effect853 and after thorough debate.854

It is hardly surprising, therefore, that today — as the representative of the European Union noted — that organization is one of the principal contributors to world peace and security within the framework defined by the United Nations Charter.

Sanctions should be within the ambit of the United Nations and used only against countries committing aggression, or atrocities such as genocide and ethnic cleansing — crimes on which the United States has been remarkably slow to act.

It has been noted that sectarian riots are most likely to occur when the following elements are present: (a) severe long-standing antagonism on religious lines in particular villages and urban localities; (b) an emotional response of members of religious communities to a precipitating event; (c) a feeling in the minds of rioters and the larger religious group to which they belong that sectarian violence is justifiable; and (d) the assessment by the rioters that the reaction from the police to sectarian violence will be either absent or partisan or ineffective.

Not surprisingly, these are the violations that in many scenarios target men disproportionately. Women have thus been excluded from reparations programmes, despite the terrible impact of violence on women, leaving them in a precarious position, with the responsibility for children and other dependants, without income-generating skills and subjected to stigma and poverty.

My country, Switzerland, which the Assembly has just honoured with its trust, has a paradoxical United Nations history.

Recognizing the critical importance of this region it’s no wonder that President Obama from the very beginning identified engagement with the Asia Pacific as one of his top foreign policy priorities and set out to substantially increase our investments -- diplomatic, economic and strategic -- in this part of the world.

I can report that the capital city displays remarkable normality, with its infrastructure overwhelmingly intact and public servants back in their offices, even while Government appointments are awaited, banks and shops open, businesses re-establish themselves, most children are back in school, and traffic is once again quite heavy.

The Committee is concerned that maternal mortality rates remain extremely high and that the risk of maternal death disproportionately affects marginalized communities, particularly Afro-Brazilians, indigenous women and women from rural areas.
