The latest data from some migrant-sending countries in the region have shown reduced flows of new migrant workers while a number of countries have introduced policies to restrict migrant workers’ access to labour markets.

It also states that “the authorities, agents and other officials of the State shall assist the Courts, at the latter’s request, within the scope of their respective mandates; any unjustified refusal or resistance shall give rise to criminal and civil responsibility”.

To that end, the Bureau suggested inviting the Permanent Representatives of those Member States planning to make national presentations at the annual ministerial review to join the Commission during the general debate on the contribution of population and development issues to the theme of the annual ministerial review in 2010 (item 6 of the provisional agenda for the forty-third session) so that they could engage in an interactive dialogue highlighting the relevance of the Programme of Action to the empowerment of women.

The report pointed out that the poor who live in the world’s drylands are being left behind in attaining the Millennium Development Goals, adding that the situation needs to be addressed on a priority basis by the international community and calling on the world’s leaders to recommit with a renewed political focus on these issues.

It has been noted that, while the existence of these components will not guarantee that resources will flow in response to needs, demonstrating national ownership makes it significantly more likely that cooperation will flourish between those with needs and those in a position to provide assistance.

A number of specific comments were made as follows: the concept of food safety is universal, thus there should be no exception, as presently in Article 4.2, allowing exporting countries to export food, which does not comply with its national legislation; the issue of implementation of the Code, especially by countries lacking a control system, should be clarified; the present text may contradict some of the principles of Codex insofar as they establish and draw upon national regulatory frameworks; the ethics of equal treatment in terms of commercial transactions and food aid and donations should be made clearer; and some of the provisions in the text may be contrary to WTO provisions.

In implementation of paragraphs 9 and 10 of Security Council resolution 1970 (2011), the State organs of Belarus empowered to issue permits for the export and import of arms and military materiel have taken the necessary measures to prohibit the direct or indirect sale or transfer to the Libyan Arab Jamahiriya of arms and related materiel, technical assistance, training, and financial or other assistance related to military activities or the provision, maintenance or use of any arms and related materiel, including the provision of armed mercenary personnel, and the procurement of such items from the Libyan Arab Jamahiriya by Belarusian entities or individuals.
