To attain the goal of advancing research on social, economic, cultural and other causes of the growing homelessness and poverty among children and young people, UNESCO supported the research study on “Problems of Street Children in the Cities of Kyrgyzstan”, carried out by theBishkek Centre for Public Opinion Studies.

Support was also given to the Asia-Pacific Institute for Broadcasting Development (AIBD) to hold a series of seminars on legal, financial and administrative aspects of PSB in Central Asian Republics, in Bishkek, Kyrgyzstan and in Almaty, Kahzastan (July 2002 and February 2003); to the meeting on building public service broadcasting in Afghanistan organized by the Baltic Media Centre in Copenhagen, Denmark (April 2002); to the seminar on media, violence and social responsibility held in Kuala Lumpur, Malaysia (November 2002), and a workshop on PSB and civil society in the Arab States, Amman, Jordan (July 2003).

During these preparations, representatives of Belarus attended a regional briefing on the UPR organized by the Office of the United Nations High Commissioner for Human Rights (OHCHR) from 27 to 28 April 2009 in Bishkek, Kyrgyzstan. They also participated in a seminar on ways of obtaining practical results from projects in the technical assistance programme and their guidelines on implementing human rights, which was held from 15 to 16 September 2009 in Minsk, Belarus, under the auspices of the United Nations Development Programme (UNDP), with the participation of the OHCHR.

Ms. Ngoc Phuong Huynh, Associate Political Affairs Officer, Implementation Support Unit, Mr. Kevin Ching and Ms. Monica Loveley served in the Secretariat.

In addition, significant progress was made in rehabilitating 454 km of roads and bridges on three priority axes, namely, Bukavu-Shabunda and Bukavu-Hombo in South Kivu, and Sake-Masisi in North Kivu.

The main objectives of the Bishkekworkshop were: (1) to increase the awareness of relevant Kyrgyz government agencies and experts of 1540 issues, particularly implementation requirements; (2) to assist in the identification of country-specific needs to fully implement the requirements of resolution 1540 (2004), as well as strategies, mechanisms, and activities to address them; and (3) to facilitate cooperative assistance projects to address the needs.

At the Keldysh Institute, a system for the prediction of near-collisions in the geostationary orbit using ISON measurements has entered into pilot operation, and the first forecasts have been issued at the Mission Control Centre of the Central Engineering Research Institute.

As highlighted in my letter dated 20 May 2009 (S/2009/261) and in paragraph 20 of my report dated 2 October 2009 (S/2009/504), the resumption process is being conducted pursuant to the agreement concluded on 13 May 2009 by His Excellency Mr. Kay Rala Xanana Gusmão, Prime Minister of Timor-Leste, and my Special Representative (hereinafter referred to as the “agreement”) and in accordance with the Arrangement on the Restoration and Maintenance of Public Security in Timor-Leste and Assistance to the Reform, Restructuring and Rebuilding of the Timorese National Police and the Ministry of the Interior, concluded between the Government of Timor-Leste and UNMIT on 1 December 2006.
