The use of vouchers and cash transfers also offered new opportunities to support Governments in introducing and expanding systems of social safety nets.

As discussed in the final report of the previous Group of Experts (see S/2009/521, paras. 292-306), illicit traders have used Ghanaian diamond voucher receipts to certify rough diamonds of Ivorian origin as Ghanaian-produced stones.

The voucher records the name of the miner, the name of the buyer, the date, the area which the diamonds were claimed to be from and, most importantly, the carat weight and description of the stones (see pictures in annex XVI).

(c) For payments for which resources did not need to be reserved by the recording of a commitment in accordance with rule 2408, subparagraph (b), the documentation supporting the payment voucher must be signed by a committing officer before the payment may be approved by a verifying officer.

In sum, while donor-country sourced commodities risk disrupting local production, cash-based food aid or vouchers or cash transfers both have price effects which risk making food less affordable for the poor.

The Secretariat nevertheless notes that there continues to be some delay in the delivery of equipment to the voucher recipients, and is concerned how this delay in the implementation of the voucher system will impact total CFC phase-out especially in the servicing sector.
