(a) The measures, including legislative ones, taken to combat various forms of violence against women, including trafficking, domestic violence, marital rape and abandonment of girl babies, to investigate all allegations of ill-treatment and abuse, and to protect the victims.

Such measures would include the creation of appropriate infrastructure in cases where, as a last resort, children have to be separated from their parents due to abuse and neglect and the introduction of mandatory reporting of abuse and neglect of children.

It was also recalled that a shelter for battered women had been established and that all reports of abuse were investigated.

All children, including young children, have a right to be protected from all forms of physical and mental violence, injury or abuse, neglect or negligent treatment, maltreatment or exploitation, including sexual abuse.

(46) The Committee recommends that the State party take all necessary legislative, policy and other measures, and ensure that they are implemented, in order to address and prevent abuse and neglect of children and to provide for the care, recovery and reintegration of child victims.

The Committee recommends that the State party immediately promulgate the Domestic Violence Act No. 6 of 2008 and thereby criminalize domestic violence and marital rape, prosecute offenders and provide protection for victims of domestic violence, including through expanding the number, coverage and capacity of shelters.

All reported abuses were investigated, and the Child Welfare Authority worked together with the police.

States Parties shall take all appropriate legislative, administrative, social and educational measures to protect the child from all forms of physical or mental violence, injury or abuse, neglect or negligent treatment, maltreatment orexploitation,including sexual abuse, while in the care of parent(s), legal guardian(s) or any other person who has the care of the child.

(f) Promptly and thoroughly investigate all cases of deaths, as well as all allegations of ill-treatment or abuse, in centres for deprivation of liberty of children.

Executive Order 13491, Ensuring Lawful Interrogations, directed that individuals detained in any armed conflict shall in all circumstances be treated humanely and shall not be subjected to violence to life and person, nor to outrages upon personal dignity, whenever such individuals are in the custody or under the effective control of the United States Government or detained within a facility owned, operated, or controlled by the United States.

(b) The available evidence suggests a pattern of increasing abuse, not just by the continued hardships of occupation, but by specific policies that entail more serious and systematic violations of the rights of children guaranteed by the norms of international humanitarian law

The Islamic Republic of Iran expressed its concerns over a number of human rights issues, including the increase in Islamophobic remarks; multiple discrimination faced by Muslim girls resulting from the ban of headscarves in schools; de facto discrimination against certain foreigners and persons belonging to ethnic and national minorities; the high number of child abuse cases; ill-treatment of detainees by prison staff, prison overcrowding, and the lack of adequate prison healthcare.
