Accountability is at the core of the enjoyment of all human rights and has two main components: addressing past grievances and correcting systemic failure to prevent future harm.

The new Government has recognized the negative effect which five decades of armed conflict has had on ethnic minorities and has committed itself to addressing their grievancesas well as promoting and protecting human rights.

For funds and programmes, women in particular brought grievances related to reintegration into the workforce after study leave.

This requires: recruiting qualified staff internally and externally to fill vacant jobs, deploying and rotating staff, training in required competencies, establishing and managing a system of performance review that motivates good performance and learning and remedies poor performance; and counselling in career development, grievancesetc.

This finding may be due to the inaccurate perception held by many staff members that the office is a forum for presenting their grievances.

Nevertheless, since the introduction of the new system, there has been a noticeable increase in the number of grievances that staff members seek to address through the formal system.

Together with the provisions of chapter VIII [**hyperlinks**], advance notices enable and encourage aggrieved suppliers or contractors to seek redress earlier in the procurement process rather than at a later stage where redress may not be possible or will be costly to the public and available remedies will thus be limited.

While we welcome this positive development, we are mindful of the fragile stability of the situation, due to civil unrest related mainly to socio-economic grievances.

Protesters disputing elements of the law and also motivated by other grievances violently confronted the Vice-Chairman of the National Transitional Council, Abdel Hafiz Ghoga, in Benghazi, as a result of which he offered his resignation on 22 January 2012.

In addition, the Government noted that in 2000, it “had released a notification to the people through newspapers about citizens’ right to lodge a complaint to respective ministries relating to alleged injustices and grievances that may breach their rights”.

It is therefore even more critical that the parties come to an immediate agreement to cease hostilities in Southern Kordofan and move towards political dialogue to address the needs and grievances of the populations in both States.
