Efforts to achieve similar success towards enhancing the character and quality of the education system are continuing.

Efforts will continue to be made, through the implementation of the Action Plan, in particular the specific measures for non- and under-represented Member States, so as to continue to increase the level of representation in the Secretariat.

Australia is also building on our existing work on NCDs in the Pacific with a $25 million commitment to help Pacific island countries tackle these problems, focused on building the evidence base for effective interventions and cost-effective prevention strategies, and addressing the wider social determinants of health.

I urge the Governments of the Sudan and South Sudan to build on the promising conditions created by the recent withdrawal of unauthorized forces from the Abyei Area and to put in place all necessary mechanisms for a fully functioning local government that can address the plight of the local communities.

Building on experiences of the countries in that area, UNICRI will promote similar endeavours in other areas of the world, with a view to enhancing the capacity of Member States to prosecute war crimes, crimes against humanity and genocide.

To build on progress achieved in ensuring that official development assistance is used effectively, we stress the importance of democratic governance, improved transparency and accountability, and managing for results.

While welcoming progress already made, observers are calling for more efforts to identify the perpetrators of such crimes and prosecute the other cases of human rights abuses, including those committed at Kinama (Bujumbura Mairie) and Gatumba.

Welcoming further the reports of the first,4second,5third6 and fourth7 biennial meetings of States to consider the implementation of the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects, which, inter alia, underlined that States are encouraged to build on existing mechanisms, such as the enhanced Programme of Action Implementation Support System, and to consider other ways in which needs and resources can be matched effectively and assistance and cooperation can be more effectivel y coordinated,8 1.

The Executive Directorate will follow up on the successful outcome of its workshop on challenges to effective border control (Kenya, Uganda and United Republic of Tanzania), with a view to conducting other such workshops in other subregions.

We emphasize the need for an improved and more effective institutional framework for sustainable development which should be guided by the specific functions required and mandates involved; address the shortcomings of the current system; take into account all relevant implications; promote synergies and coherence; seek to avoid duplication and eliminate unnecessary overlaps within the United Nations system; and reduce administrative burdens and build on existing arrangements.
