Efforts are envisaged to: increase women’s participation in economic activities; strengthen the role of women in economic life and boost their economic rights; support women facing the challenges of economic globalization; give women a larger share of loans and of funding for small and medium-sized enterprises; and offer women services that will allow them to reconcile their family duties and their role in economic development.

WIPO, especially under its Strategic Goal I (balanced evolution of the international normative framework for IP), Strategic Goal III (facilitating the use of IP for development) Strategic Goal V (world reference source for IP information and analysis) and Strategic Goal VII (addressing IP in relation to global policy issues), can play an important role in addressing the issues around indicators and methodologies and supporting incentives for innovation.

The challenge for Program 20 is to ensure that this contribution responds effectively to the needs of UN and other intergovernmental processes and partners; that it reflects a clear understanding of the global public policy issues discussed in other fora; that it is well-targeted; that it takes account of the perspectives of all stakeholders engaged in these processes; that it responds to the needs of developing countries and LDCs and reflects the principles and recommendations of the WIPO Development Agenda.

The challenges and risks are numerous for a government with little experience juggling the many changes required, but it cannot resist the pent-up political pressure for change it has already unleashed.

UNICEF will focus its interventions more strategically on promoting equitable and inclusive results within education sector plans, on maintaining attention to both out-of-school children and children at risk of dropping out and not learning, on upstream policy work related to education sector plans and equitable education budgets, and on strengthening national monitoring and evaluation systems.
