In 20082009, these initiatives entailed very limited financial implications, principally for feasibility studies, the preparation of project proposals or selected pilot activities, including for the creation of a international Biomics (genomics, proteomics and bioinformatics) centre at the Weizmann Institute of Science in Rehovot proposed by the Israeli National Commission; the establishment in Tbilisi (Georgia) of a Caucasian Institute of Biotechnology; the development of the activity of the International JINR Benchmark Centre for training of young researchers from developing countries; the preliminary proposal by the Russian Federation for a UNESCO satellite science education project; the International Year of Chemistry in 2011 proposed by Ethiopia and other Member States; and the foundation of the IBSP cluster of UNESCO Chairs.

My delegation expresses its deep concern at the aggressive policies with which Israel is challenging the international community, at its rejection of all relevant Security Council resolutions, including resolutions 242 (1967) and 338 (1973), at its disregard of all appeals and calls by the countries of the world, and at its negative response to international initiatives, including the Arab Peace Initiative submitted by King Abdullah Bin Abdulaziz Al Saud, King of sisterly Saudi Arabia — the initiative that provided a political framework for peace in the region.

The Organization received both the President of the Islamic Republic of Iran, Mr Mohammad Khatami, and the President of the People’s Democratic Republic of Algeria, Mr Abdelaziz Bouteflika, for a conference on the Dialogue Among Civilizations.

The position of Lebanon on the aims, value and methodology of dialogue, as well as on the conditions that make it credible and effective, have been clearly stated on many occasions, notably during the General Assembly’s 2007 High-level Dialogue on Interreligious and Intercultural Understanding and Cooperation for Peace and in the address of the His Excellency the President of the Lebanese Republic in 2008 in support of the dialogue initiative of King Abdullah Bin Abdulaziz Al Saud of Saudi Arabia.

The session was also attended by observers for the following non-governmental organizations with permanent observer status with the Committee: EURISY, the European Space Policy Institute, the International Academy of Astronautics (IAA), the International Association for the Advancement of Space Safety, the International Astronautical Federation (IAF), the International Astronomical Union, the International Institute for Applied Systems Analysis, the International Institute of Space Law, the International Society for Photogrammetry and Remote Sensing, the Prince Sultan bin Abdulaziz International Prize for Water, the Secure World Foundation, the Space Generation Advisory Council (SGAC) and the World Space Week Association.

With a view to strengthening coherence between the work of the Commission and that of the United Nations system in the Central African Republic, the Special Representative of the Secretary-General in the Central African Republic, Mrs. Sahle-Work Zewde, participated frequently in the meetings of the configuration, keeping the Commission abreast of the latest developments in the country and briefing it on the challenges facing the country.

Allow me to join my colleagues in extending my condolences to the Government and people of Turkey on the victims of yesterday’s earthquake, and to the Government and people of Saudi Arabia on the passing away of His Royal Highness Crown Prince Sultan Bin Abdulaziz Al-Saud.

At successive sessions, the Council of the League adopted resolutions concerning international terrorism and means of countering it that included the continuation of efforts to support Arab moves within the United Nations to promote the adoption by the General Assembly of a resolution on the formation of a working group to study means of implementing the recommendations contained in the Riyadh Declaration, which was issued by the Counter-Terrorism International Conference, held in Riyadh in February 2005, and the proposal put forward by the Custodian of the Two Holy Mosques, King Abdullah Bin Abdulaziz Al-Saud, concerning the establishment of an international counter-terrorism centre that would strengthen international cooperation in that important sphere.

On 15 April, in consultations of the whole, the Special Representative of the Secretary-General for Western Sahara and Head of MINURSO, Hany Abdel-Aziz, and the Personal Envoy of the Secretary-General for Western Sahara, Christopher Ross, briefed the Council on the basis of the report of the Secretary-General on the situation concerning Western Sahara (S/2010/175).

In 2008, upon the initiative of the Custodian of the Two Holy Mosques, Abdullah bin Abdul Aziz of Saudi Arabia, the General Assembly held a high-level meeting on the Culture of Peace.

It is also a matter of deep concern for the Government of Jordan that intrusive Israeli excavations in the town of Silwan have caused a collapse and an avalanche on 3 January 2010 in the main street of Silwan, linking the town centre and the Haram Al-Sharif Compound, and again a larger collapse on 18 January 2010 in Wadi Hilwa Street, where a crater measuring 3 metres in length and 4 metres in width was created in the centre of the main street, leading to the structural collapse in the street and damage to the surrounding historic buildings.

On 8 December, the Council was briefed by the Special Representative of the Secretary-General and Head of the United Nations Integrated Peacebuilding Office in the Central African Republic (BINUCA), Sahle-Work Zewde, and the Chair of the Central African Republic configuration of the Peacebuilding Commission and Permanent Representative of Belgium, Jan Grauls.

Following briefings on 19 April by the Special Representative of the Secretary-General for Western Sahara and Head of MINURSO, Hany Abdel-Aziz, and the Personal Envoy of the Secretary-General on the report of the Secretary-General dated 15 April 2011 (S/2011/249), the Council on 27 April unanimously adopted resolution 1979 (2011), extending the mandate of MINURSO until 30 April 2012.

Secondly, all of Gaza’s borders — including those at Karni, Sofa, Nahal Oz, Kerem Shalom, Erez and Rafah — must be opened and kept open continuously to allow two-way freedom of movement for people, goods and cash.

Opening statements were made by Ms. Graciela Muslera, Minister of Housing, Land Planning and Environment of Uruguay and Acting President of the UNEP Governing Council/Global Ministerial Environment Forum; Ms. Amina Mohamed, Deputy Executive Director of UNEP, on behalf of Mr. Ban Ki-moon, SecretaryGeneral; Mr. Joan Clos, Executive Director of the United Nations Human Settlements Programme (UN-Habitat); Ms. Sahle-Work Zewde, Director-General of the United Nations Office at Nairobi; Mr. Henri Djombo, Minister of Sustainable Development, Forestry and the Environment of the Congo, on behalf of Mr. Denis Sassou N’Guesso, President of the Congo, who was unable to attend the session; Mr. Achim Steiner, Executive Director of UNEP; and Mr. Mwai Kibaki, President of Kenya.1

The opening of the meeting featured statements by the President of the Economic and Social Council, Miloš Koterec (Slovakia); the President of the General Assembly, Nassir Abdulaziz Al-Nasser (delivered by the Chef de Cabinet of the President of the Assembly, Mutlaq Al-Qahtani); the President of the Trade and Development Board of UNCTAD, Anthony Mothae Maruping (Lesotho); the Secretary of the Board and Acting Secretary of the Development Committee, Jorge Familiar Calderón; the Secretary of IMF and Secretary of the International Monetary and Financial Committee, Jinhai Lin; and the Director of the Development Division, WTO, Shishir Priyadarshi.

I wish also to express my appreciation to my Special Representative, Hany Abdel-Aziz, who since his appointment on 5 November has been in charge of the Mission; to the Force Commander, Major General Jingmin Zhao (China); and to the women and men of MINURSO for the work they are doing, under difficult circumstances, to fulfil the Mission’s mandate.
