The net decrease reflects reductions under most objects of expenditure, including $242,800 under consultants, mainly as a consequence of the increased use of in-house expertise, where possible; $104,700 under experts, resulting mainly from concerted efforts to combine meetings or reduce the number of experts and the duration of meetings, whenever possible; $121,200 under travel of staff, mainly attributable to increased utilization of video conferencing, combining trips and/or reducing the duration of travel as much as possible; $460,800 under contractual services, primarily owing to increased utilization of electronic means of disseminating publications; $111,000 underfurniture and equipment, reflecting reduced requirements for the replacement of furniture and office equipment resulting from extending the lifespan of furniture and equipment; and $781,600 under grants and contributions, mainly owing to the termination of the contract with the International Computing Centre.

A host of concrete proposals were suggested to the coordinators of the Dialogue, such as: dialogue and networking among universities; dialogue among young scientists, involving UNESCO chairholders in dialogue activities; dialogue among student journalists and seasoned media practitioners from both regions; the holding of youth forums; reactivation of the Committee for the Translation of Literary Works and increase in the translation of Arabic works into European languages; a comparative study of school textbooks; dialogue involving professionals from cultural industries; the organization of an interregional conference on the image of Arab-Islamic culture in European history books.

It was noted that while both matters belong to the larger family of mine action, mine clearance and victim assistance have different timelines, involve distinct national and international actors and relate to different national institutional and regulatory frameworks and budget lines.

We also believe that the inherent advantages satellite has over terrestrial systems in broadcast, internet backbone connections and mobile telephony will drive growth in the long term, particularly as the governments of developing nations look to enhance communications infrastructure in the more remote areas for the benefit of their citizens.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.

It took the view that assistance from economically developed countries and multilateral funding agencies should play a more supportive role to enable lowincome countries, especially fragile and vulnerable countries, to overcome unfavourable socio-economic conditions.

Valuation techniques include reference to most recent market prices used by knowledgeable and willingness parties, reference to current fair value of other financial instrument with similar nature, discounted cash flow method and option valuation models.

The study would be of value to boththe local and international community, for providing first-hand information on the level of contamination of EC in the commonly consumed local fermented foods in Hong Kong, for assessment of the associated health risk of dietary exposure to EC of the local population, and for submission of the EC contamination data to the JECFA database.

At its sixty-sixth session, the General Assembly stressed the importance of the continued substantive consideration of the follow-up to and implementation of the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States and decided to consider at its sixty-seventh session the reports of the Secretary-General on concrete recommendations to enhance the implementation of the Barbados Programme of Action for the Sustainable Development of Small Island Developing States and the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States (A/66/278) and on the review of United Nations system support to small island developing States (A/66/218), issued for the sixty-sixth session (resolution 66/198).

Some delegations highlighted specific reasons for retaining annual sessions: in view of the lack of resources for risk assessment in many developing countries, timely availability of Codex food safety standards was very important for use at the national level; participation in the Commission had a capacity building function for some countries; biennial sessions may need to be longer in order to address all items of work, which would create practical difficulties; and the considerable efforts made by governments to prepare themselves and participate in annual meetings should be taken into account.

Through the implementation road map, a structured and effective organizational plan can be created to link the substantive work of the various annual meetings of States, supporting the idea of undertaking these discussions within specific sessions dedicated to the 2011 open-ended meeting of governmental experts and the 2012 Review Conference, respectively (which could be interlinked to discussions proposed under proposal number 1), and taking into account that the Biennial Meeting of States will consider the implementation of the programme of action and the Review Conference will review the progress made in its implementation and its structure.
