In the Mission’s assessment, the strength of the Russian Federation forces in the Gali district stands at one battalion, with supporting components.

To that end, we count on our presence in major cities and in high-risk areas that may be hotspots in times of crisis, protest or violence.

It further agreed to work with all concerned parties, including AMISOM and the Security Council, to substantially raise the AMISOM troop level for deployment throughout Somalia.

The Ministerial meeting defined the different components of the Regional Cooperation Initiative as: a Joint Coordination Mechanism with a secretariat in Bangui, chaired by the African Union Commissioner for Peace and Security and comprising Defence Ministers of the affected countries; an African Union Regional Task Force with a brigade comprising 5,000 troops contributed by the four affected countries; and a Regional Task Force headquarters, including a Joint Operations Centre located in Yambio, South Sudan.

In the same resolution, the Council decided that the authorized strength of the Operation’s military component should remain at 9,792 personnel, comprising 9,600 troops and staff officers, including 2,400 additional troops authorized by the Council in its resolutions 1942 (2010) and 1967 (2011), and 192 military observers; that the authorized strength of the UNOCI police component should remain at 1,350 personnel; and that 8 previously authorized customs officers were to be maintained.

The enhanced operational flexibility provided by the additional air assets and the newly deployed reserve force which the Mission previously lacked, as well as the special forces, will be critical as MONUC forces draw down to enable the Mission to continue to protect civilians and respond to contingencies, such as the request of FARDC for support during the events in Dongo, Equateur Province.

The Sudanese Armed Forces have redeployed 100 per cent of their forces from Southern Sudan, while SPLA has now reached redeployment from Northern Sudan of 33.7 per cent out of the stated strength of 59,168, up from 27.6 per cent as at the date of my previous report.

The team assessed that the provision of enablers and multipliers was critical to (a) reduce the number of required troops; (b) enhance force protection; (c) support major offensive operations on multiple fronts; (d) the sustainment of forces in austere environments; (e) conduct timely medical evacuation; and (f) protect Mogadishu port and support sea control operations to impact revenues accruing to Al-Shabaab.

(ii) The Criminal Law of the PRC provides that whoever engages in malpractice for selfish ends in enlistment, accepting or sending unqualified recruits, if the circumstances are serious, shall be sentenced to fixedterm imprisonment of not more than three years or criminal detention; if the consequences are especially serious, he shall be sentenced to fixed-term imprisonment of not less than three years but not more than seven years.

(22) The Committee, despite information in the State party’s replies to the list of issues indicating that there are no children in the LDUs, remains concerned over reports indicating the presence of children in LDUs and over the lack of information regarding children who have been demobilized from these units and reintegrated into society.

To prevent this practice, the Inter-institutional Committee for the Prevention of Recruitment has provided technical support to authorities and communities in over 100 municipalities and, as a result of significant efforts by mayors and municipal ombudsmen, at least 61 municipalities now have a policy to prevent recruitment.

In the light of the dynamic situation in Somalia, the increased troop strength authorized for AMISOM and the ongoing discussions on a possible peacekeeping mission, it is proposed that 3 general temporary assistance positions, of Senior Support Officer (P-5), Planning Officer (P-4) and Team Assistant (General Service (Other level)), be continued.
