The Committee may invite to its meetings any public or private bodies, as well as private persons, with recognized competence in the various fields of the intangible cultural heritage, in order to consult them on specific matters.

14.11. The delivery of value-added information services and international coordination services often suffers from: a mismatch between the expected and delivered quality of services under constraints of available resources; an inappropriate balance between costs, quality and benefits; a lack of synergy between the private sector and public organizations like WIPO and governments of Member States; and, non-reflection of all the different interests of participating institutions.

In order to maximize the development potential that accompany those endowments, careful investment and capacity-building strategies are critical; (e) the small size of most least developed country markets makes economic integration critical to ensuring competitiveness and increased private sector investment and, in that regard, publicprivate partnerships are a key tool in informing country integration strategies; (f) the private sector, which now represents important components of business development strategies, has an increasingly important stake in ensuring that least developed countries are fully integrated into global value chains.

Additional elements of a regional financial architecture include: (a) improving exchange rate coordination to facilitate trade and macroeconomic stability and discourage competitive devaluations; (b) achieving closer cooperation between central banks and financing institutions to facilitate region-wide information-sharing and capacity-building among the region’s least developed countries; (c) expanding public-private partnerships for investment in infrastructure by building capacities among policymakers, especially in the design of legal and regulatory regimes and in project development and management; and (d) active participation in global discussions on the reform of the international financial architecture to ensure that it supports the region’s developmental needs.

Recommendations from the side event included (a) an urgent need to implement international laws on the rights of indigenous peoples in domestic and local legal systems, and to ensure not only formal equality but also equality in practice of indigenous peoples’ rights to lands, territories and resources; (b) a need to undertake a study on the impacts of land-use change and climate change on indigenous reindeer herders’ economies and land management; (c) a need to increase reindeer herders’ capacity in negotiating with developers competing for their grazing land in public or private industrial development and having access to free legal advice; and (d) a need to increase the transparency in decision-making concerning land use and resource exploration and exploitation.

All or some of us have visited Brazil, China, India, Kenya, and South Africa, and we have consulted with public sector officials, the private sector and NGOs in London, Brussels, Geneva, and Washington.

The legal provisions currently in force clearly stipulate that all employers exercising an activity on the national territory, regardless of the legal sector involved, such as the public, national private or foreign private sector, and regardless of the sector of activity, must pay their workers with no discrimination for all work of the same value.

While in infrastructure, large-scale publicly financed and promoted investment projects already evinced concrete examples of induced private investments, other fields – such as agriculture and climate change mitigation and adaptation – offered significant opportunities for PPPs of various forms, particularly with a view to driving growth in developing countries.

While a focus on investment implies attention to mobilizing domestic resources, including for the public sector, it also serves as a reminder that affordable and reliable sources of external financing remain a constraint on growth and development in many developing countries, particularly the least developed.

(f) To provide full support for the International Programme for the Development of Communication of the United Nations Educational, Scientific and Cultural Organization,2 which should support both public and private media.

IMF needed to strengthen its multilateral surveillance and pay more attention to the consistency of macroeconomic policies of developed countries and not be distracted by the public sector governance issues in developing countries from its true mandate.

Following the report of OIOS on the audit of the standard costs applied to Headquarters overhead (A/60/682), the Secretariat has reviewed the standard costs and, to the extent possible, has applied the revised rates in the formulation of the requirements under recurrent costs, such as those for the rental of premises, office supplies and equipment, commercial communications costs (fax and telephone charges) and service-level agreements and infrastructure costs for information technology maintenance and repair; and under non-recurrent costs, such as those for the purchase of furniture and office equipment, including computers and telephones, and alterations or improvements, for newly proposed posts in the 2011/12 budget.

Discussion and comments revolved mainly around the six main areas of recommendations of the IPR: (a) promoting FDI in new areas of Viet Nam’s economy, particularly the services sectors; (b) adopting a less intrusive approach to investment regulation and reducing the administrative burden; (c) forcefully addressing potential constraints to sustained growth, including the availability and quality of infrastructure and skilled workers; (d) ensuring a fair and equitable treatment between commercially-oriented State-owned enterprises and private companies, for reasons of effectiveness and competitiveness; (e) simplifying the tax system and reviewing fiscal incentives to investment based on a cost/benefit analysis; and (f) absorbing the reforms recently adopted and ensuring their coherent application throughout Viet Nam’s 64 provinces.
