The concern of the Organization of Islamic Cooperation and its members for the State and people of Syria should be expressed by sincere and constructive efforts to restore security and stability to Syria, and a call for comprehensive national dialogue to reach a political solution under Syrian leadership, guided by the Charter of the Organization of Islamic Cooperation, paragraph 27, which provides that the Member States, parties to any dispute, the continuance of which may be detrimental to the interests of the Islamic Ummah or may endanger the maintenance of international peace and security shall, seek a solution by good offices, negotiation, enquiry, mediation, conciliation, arbitration, judicial settlement or other peaceful means of their own choice.

The Charter therefore stresses the importance of the adjustment or settlement of disputes by peaceful means, which include negotiation, enquiry, mediation, conciliation, arbitration, judicial settlement and resort to regional agencies or arrangements.

Within that framework, in 2009 and 2010, UNODC continued to address the implementation of recent resolutions of the General Assembly (in particular, resolution 65/213, entitled “Human rights in the administration of justice”) and of the Council (resolutions 2007/23 and 2009/26), as well as the guidance note of the Secretary-General on the United Nations approach to justice for children, by integrating child rights into its programme of work in the area of crime prevention and criminal justice and by supporting child justice reform through a comprehensive approach.

However, it is hard to tell whether companies integrate international costs into their SCVPS values because of the current opacity around how the figures are calculated.

In the Medical Services Section, the establishment of 15 additional national posts (6 National Officers and 9 national General Service staff) is proposed, as the Section has over the past years expanded the services it provides, which include round-the-clock operation of the UNOCI headquarters clinic, which is now functioning at level I-plus rather than the previous level I; patients are followed up at their homes after discharge from level III hospitals; patients are regularly visited in the 11 level III hospitals in Abidjan and in Sector West and Sector East; doctors in the regional headquarters perform outreach activity by visiting remote offices twice a week; support is provided to the Government during important functions and to the United Nations country team as part of the United Nations integrated framework; and medical support is proposed to be provided eight hours a day at the logistics base in Koumassi as opposed to the current two hours a day.
