Consequently, it is incumbent upon all of us to realize that the only solution must be a Syrian solution through a comprehensive and inclusive Syrian political process that satisfies the aspirations of the Syrian people in a national dialogue in which all participate under the umbrella of the homeland in order to establish a democratic, pluralistic country where all enjoy equality before the law, far from any political or ideological tendencies, a State where political and economic opportunities are available to each and everyone without discrimination, where there are democratic, transparent and free elections in which all compete, as is the case in other countries.

Concrete follow-up initiatives have included the organization of specific training sessions with a view to stimulating decision- and policy-makers to enact the right of universal online access to public and government-held records, to identify and promote repositories of information and knowledge in the public domain and to make them accessible to all, as well as to undertake the preservation and digitization of public domain information held by governments.

Recalling two of the Millennium Development Goals, one calling for universal access to primary education and the other calling for an end to gender disparity in education, and two goals in the “Education for all” Dakar framework of action: (a) expanding and improving comprehensive early childhood care and education, especially for the most vulnerable and disadvantaged children; and (b) ensuring that the learning needs of all young people and adults are met through equitable access to appropriate learning and life skills programmes, and article 24 of the Convention on the Rights of Persons with Disabilities, we urge Member States to consider the right to education for persons with disabilities, especially children, in their overall national education strategies.

For education for all to become a reality, the right of children to education in emergencies needs to be respected, protected and fulfilled.

With the support of the UN agencies and the international community immediately after the popular consultation, most of the population was able to reconstruct their own houses, even if they were only of a temporary nature.

The Ministers decided to create literate environments and societies, eradicating illiteracy, including among women and girls and eliminating the gender gap in literacy, inter alia, by intensifying efforts to implement effectively the International Plan of Action for the United Nations Literacy Decade and integrating substantially those efforts in the Education for All process and other activities of the United Nations Educational, Scientific and Cultural Organization (UNESCO), as well as other literacy initiatives within the framework of the internationally agreed development goals, including the Millennium Development Goals.

Therefore, all countries face the challenge of reducing inequities in access to health care and instituting financing mechanisms that ensure universal coverage based on risk-sharing so as to prevent illness from leading to poverty.

When we look at a number of issues before us — such as the monitoring of the implementation of the Comprehensive Peace Agreement, the referendum in the South and its aftermath, the demarcation of the Abyei borders, the question of the wealth-sharing, the situation in Darfur, the humanitarian situation and the displaced population — we see that the only option is to support the path towards peace based on political dialogue as the best way to settle the conflict in the Sudan, to establish peace and stability and to address all problems.

The GIS Centre is also using optical and radar satellite images to identify potential groundwater resources to support the operational needs of the United Nations Mission for the Referendum in Western Sahara, perform complex terrain analysis for campsite selection (United Nations Mission in South Sudan) and selection of sites for telecommunication towers (United Nations Support Mission in Libya).

Noting that proposed section 72K mainly covered the information to be provided to support the application made to DH for the grant of an export compulsory licence, the Chairman suggested that standard statutory forms should be provided to facilitate local manufacturers to make such application in a timely manner, taking into account that it might be time critical for the application to be approved as the Importing Member might be faced with national emergency or other circumstances of extreme urgency which required urgent sourcing of the concerned pharmaceutical product to address the crisis.

The first way is direct democracy such as referendums; the second one is indirect representative democracy such as regular parliamentary meetings and presidential elections.

Speaking before the Special Political and Decolonization Committee (Fourth Committee) at its 6th meeting, on 10 October 2008, the representative of New Zealand expressed appreciation for the Committee’s consideration of the question of Tokelau, noting that nearly a year had passed since the people of that Territory had voted in a United Nations-supervised self-determination referendum (see A/C.4/63/SR.6).
