The International Crisis Group noted in its September 2005 report that “[a]ccording to an independent assessment, there are 8,500 Karabakh Armenians in the army and 10,000 from Armenia” and that “many conscripts and contracted soldiers from Armenia continue to serve in NK [Nagorny Karabakh]”, while “[f]ormer conscripts from Yerevan and other towns in Armenia have told Crisis Group they were seemingly arbitrarily sent to Nagorno-Karabakh and the occupied districts immediately after presenting themselves to the recruitment bureau.

The Committee recommends that the State party take urgent measures to ensure that all children living in Chechnya and the Northern Caucasus and those internally displaced pursue their schooling in conformity with the Federal Law on education and to prevent their voluntary recruitment into military units.

According to the law, military service is compulsory for Romanian citizens, males, who reached the age of 20, except in case of war or upon request, during peacetime, when they may be recruited after the age of 18.

In Finland, both prior to and since the ratification of the Convention, its contents have formed part of the training of regular and conscript armed forces personnel.

The Ministry of Justice has submitted legislative proposals for the inclusion of provisions in the Children and Adolescents Code and the Criminal Code to exploitation, violence and abuse, including the gender and child-based aspects prohibit the recruitment and enlistment of minors in the armed forces and armed groups.

New Zealand was particularly alarmed by reports of the displacement of children and their recruitment as child soldiers and called on the authorities to fulfil their obligations under the Convention on the Rights of the Child.

The demolition of school buildings, the denial of the right to receive education in the native language, the forcible conscription of young men and sometimes teenagers, and hindered access to education and opportunity are but a few of the problems facing the young people of these regions while under foreign occupation.

The Committee notes with concern the presence of child soldiers, including girls, in military camps and armed groups and the method of recruitment whereby families are encouraged to send their children in exchange for payment.
