While the processing of the authentication documents has been slow, as reported in the Secretary-General’s status report to the President of the Security Council of 1 May 2009 (S/2009/230) and the report of the Secretary-General pursuant to paragraph 5 of resolution 1859 (2008) dated 27 July 2009 (S/2009/385), the number of outstanding letters of credit had been reduced significantly to 65 as of 31 March 2010.

This proposal reflects the basic concept of swap arrangements, now that the original scheme – payment in non-convertible currencies – is considered to be ineffective or inapplicable by many of the Member States concerned.

Pro/ExCom/66/5, which contained an assessment of cash flow issues for the 2012 budget, and drew attention to the fact that while 85 per cent of pledges were paid in the year in which they were due, the encashment of promissory notes from one major contributing Party was not possible until after the triennium in which they were due.

As documented by the Group, in 2009 Serge Mel Meledje was appointed Managing Director of Darkwood Logistics and UAZ-CI (see annex 21); however, Mr. Meledje’s real role was to cash cheques issued by the Treasury, keeping a personal commission of 0.05 to 0.08 per cent of the amount of the cheques (see annex 22).
