In addition to the current ESCAP Pacific Operations Centre in Fiji, three new offices, covering East and North-East Asia, North and Central Asia, and South-West Asia will be established in Incheon, Republic of Korea, Almaty, Kazakhstan, and New Delhi, respectively, while ESCAP headquarters will handle the work for the South-East Asian subregion.

The Commission was informed of initiatives that were being undertaken by Pacific island developing countries to protect biodiversity and the maintenance of ecosystem services, such as the Phoenix Islands Protected Area in Kiribati, the largest marine protected area in the Pacific Ocean, and the Coral Triangle Initiative, which covered a number of countries in the Asia-Pacific region, included the greatest extent of mangrove forests in the world and provided a critical spawning and juvenile growth area for tuna and other globally significant fish species.

These seven posts comprise one P-4 post under executive direction and management, identified for abolition following a review of the structure of the Office of the Executive Secretary; one P-3 post under programme support, which had been redeployed internally to subprogramme 1, Environment, in the biennium 2010-2011 and assigned to the Joint ECE-ESCAP Office for the Special Programme for the Economies of Central Asia in the new ESCAP Subregional Office for North and Central Asia in Almaty, Kazakhstan, as well as one General Service (Other level) post under subprogramme 1, Environment; one General Service (Other level) post under subprogramme 2, Transport; two General Service (Other level) posts under subprogramme 3, Statistics; and one P-2 under subprogramme 6, Trade (A/66/6 (Sect. 20), para. 20.15).

The programme, which runs over a three-year period, has the following five components: Component 1: Cultural heritage at large, focusing on national capacity-building for increased legal protection and preservation of cultural heritage; Component 2: Archaeological sites and historic buildings, to strengthen the surveillance at archaeological sites and historic buildings; Component 3: Museums and cultural institutions, including rehabilitation of facilities, provision of equipment and staff training for such institutions; Component 4: Libraries and archives, notably aimed at the modernization of the cataloguing system of the National Library and ten other libraries in Iraq, as well as staff; and Component 5: Intangible heritage, in particular the promotion of the practice of Maqam music, the protection of Maqam archives, as well as the rehabilitation of the Melodic Institute in Baghdad, the national school of music and ballet.

V.41 The Secretary-General proposes the establishment of one D-1 post of Head of Office for the Subregional Office for North and Central Asia, Almaty, Kazakhstan, in order to strengthen that office as an important mechanism for subregional cooperation and the coordination of international projects; and to ensure that the priority areas identified by the Ad Hoc Intergovernmental Meeting on the New ESCAP Subregional Offices for East and North-East Asia, North and Central Asia, and South and South-West Asia are fully supported (A/66/6 (Sect. 19), para. 19.92).
