The World Heritage Committee held its 30th and 31st sessions respectively in July 2006 in Vilnius, Lithuania, and in June 2007 in Christchurch, New Zealand.

In this decision, the Executive Board recalled “181 EX/Decision 5(III), 176 EX/Special Plenary Meeting/Decision, 177 EX/Decision 20, 179 EX/Decisions 9 and 52”, “Decisions 31 COM 7A.18, 32 COM 7A.18 and 33 COM 7A.18 adopted by the World Heritage Committee at its 31st (Christchurch, 2007), 32nd (Quebec City, 2008) and 33rd (Seville, 2009) sessions respectively”, as well as “the relevant provisions on the protection of cultural heritage including, as appropriate, the four Geneva Conventions (1949), The Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict of 1954, the Convention for the Protection of the World Cultural and Natural Heritage of 1972, the inscription of the Old City of Jerusalem and its Walls at the request of Jordan on the World Heritage List (1981) and on the List of World Heritage in Danger (1982), and the recommendations, resolutions and decisions of UNESCO”.

In 2011, a number of countries were severely affected by natural disasters, starting with the earthquake in Christchurch, New Zealand, followed by the Tohoku earthquake and tsunami in Japan in 2011 and then severe flooding in a number of countries, notably Thailand and Pakistan.

The documents prepared for the 30th and 31st sessions of the World Heritage Committee (Vilnius, 2006 and Christchurch, 2007) included a large number of state of conservation reports of properties inscribed on the World Heritage List, including the List of World Heritage in Danger.

As mentioned in document 177 EX/20, the World Heritage Committee (Christchurch, 23 June-2 July 2007) adopted Decision 31 COM 7A.18 by which it requested “the World Heritage Centre to facilitate the professional encounter at the technical level between Israeli, Jordanian and Waqf experts to discuss the detailed proposals for the proposed final design of the Mughrabi ascent, prior to any final decision”.

In the meantime, Voith in Crailsheim builds the first Voith variable-speed turbo coupling.

The high-level meeting requested by the World Heritage Committee (Christchurch, 2007) on the state of conservation of the five World Heritage sites in Danger of the Democratic Republic of the Congo was held on 14 January 2011 in Kinshasa.

To the existing 4 Strategic Objectives mentioned above (also called “4 Cs”), the Committee, at its 31st session (Christchurch, 2007), decided to add a “Fifth C” for Communities which reads as follows: “To enhance the role of communities in the implementation of the World Heritage Convention” (Decision 31 COM 13B).

At its 31st session (June 2007, Christchurch, New Zealand), the World Heritage Committee examined the report on the state of conservation of the Old City of Jerusalem and its Walls, site inscribed on the World Heritage List and on the List of World Heritage in Danger, the progress of the Action Plan for the Safeguarding of the Cultural Heritage of the Old City of Jerusalem, as well as the issue of the Mughrabi ascent (177 EX/20 and 177 EX/INF.8).
