At its sixty-sixth session, the General Assembly welcomed and recognized the important role of the Government of Kazakhstan in providing domestic resources to help to meet the needs of the Semipalatinsk region and urged the international community to assist them in those efforts (resolution 66/193).

As a country that has experienced the horrors of nuclear tests, shut down the world’s second-largest nuclear testing site, at Semipalatinsk, and voluntarily renounced the world’s fourth-largest nuclear and missile arsenal, Kazakhstan has an absolute moral right to call for more decisive action in the area of disarmament and for the radical strengthening of the non-proliferation of weapons of mass destruction regime.

The General Assembly has identified the Semipalatinsk testing site as potentially having a detrimental effect on human lives, health and the environment in the region, and it adopted six resolutions between 1997 and 2009 calling on the international community to render assistance to rehabilitate the environmental, social, economic and humanitarian sectors in the region.

At its sixty-third session, the General Assembly requested the Secretary-General to report to it at its sixty-sixth session on progress made in the implementation of the resolution entitled “International cooperation and coordination for the human and ecological rehabilitation and economic development of the Semipalatinsk region of Kazakhstan” (resolution 63/279).

For example, in 1999 the Government of Japan and UNDP had convened the Tokyo International Conference on Semipalatinsk, which had been co-sponsored by the Office for the Coordination of Humanitarian Affairs, the International Atomic Energy Agency, the United Nations Children’s Fund (UNICEF) and the United Nations Population Fund (UNFPA).

In this regard, the Group continues to consider the nuclear-weapon-free zones created by the treaties of Tlatelolco (Treaty for the Prohibition of Nuclear Weapons in Latin America and the Caribbean), Rarotonga (South Pacific Nuclear Free Zone Treaty), Bangkok (Treaty on the South-East Asia Nuclear Weapon Free Zone), Pelindaba (African Nuclear-Weapon-Free Zone Treaty) and Semipalatinsk (Treaty on a Nuclear-Weapon-Free Zone in Central Asia) to be a positive step and important measure towards attaining the objective of global nuclear disarmament and non-proliferation of nuclear weapons.

On that day in 1949, the Soviet Union conducted its first nuclear test at the Semipalatinsk test site in Kazakhstan, and on the same day in 1991 the test site was shut down forever by decree of our Government.

We note that the Treaty of Semipalatinsk and its Protocol providing security assurances from nuclear Powers to the States parties to the Treaty were developed in full compliance with international law and take into account the 1999 recommendations of the United Nations Disarmament Commission.

Two contact groups were established, one addressing the preparatory process (headed by Asad Majeed Khan of Pakistan and Paolo Soprano of Italy), the other addressing the rules of procedure for the Conference (headed by Ana Bianchi of Argentina and John M. Matuszak of the United States).
