Our fathers and grandfathers have shown us that such unity is possible.

Several cultural centres and speaking unions have been established to promote the ancestral languages that constitute the cultural heritage of Mauritius, including English, Hindi, Marathi, Tamil, Telugu and Urdu.

Speaking of the new generation, I am pleased to note that we have a number of young men and women present here — and who requested to be here — in the memory of their courageous grandparents, who fought in the war but who, unfortunately, are no longer with us.

Considering that the plan of action approved by the International Round Table on the “Intangible Cultural Heritage – Working Definitions”, organized by UNESCO (14-17 March 2001, Turin, Italy), which was examined by the Executive Board at its 161st session and by the General Conference at its 31st session, defines the intangible cultural heritage as follows: “peoples’ learned processes along with the knowledge, skills and creativity that inform and are developed by them, the products they create, and the resources, spaces and other aspects of social and natural context necessary to their sustainability; these processes provide living communities with a sense of continuity with previous generations and are important to cultural identity, as well as to the safeguarding of cultural diversity and creativity of humanity

Malaysia fully endorses the application of Palestine to become a Member of the United Nations, as we feel deeply for the people of Palestine, whose forefathers inhabited the land for virtually the last two millennia.

Although better educated than former generations, young people face difficulties in entering the work world at the appropriate time.

Moreover, the Republic of Azerbaijan considers historical assertions of the Armenian side, a vivid example of which is the reference by the President of Armenia to the occupied Daghlyq Garabagh region of Azerbaijan as allegedly the occupiers’ “historical land” or “fatherland”, as false and having the sole purpose of misleading the international community and justifying the policy of violent territorial expansionism.

That this Council urges the Government to comprehensively review the West Kowloon Cultural District development project, consider the ‘software’ contents before planning the cultural facilities, extend the deadline for submission of development proposals, openly and thoroughly consult the cultural sector, professional bodies, the real estate sector, the Legislative Council, the public and relevant organizations, and uphold the ‘people-oriented’, ‘partnership’ and ‘community-driven’ principles put forward by the Culture and Heritage Commission for the West Kowloon development in formulating a development and operation plan that is open, fair and proper; and in the process of development, the Government should also facilitate a partnership between developers and the cultural sector, so as to allow the latter to participate in the planning and future operation of the facilities in the district.

I further ask that the Government should bring forward any recommendation by the inhouse Assessment Committee on health financing options for consultation with this Council and the public before ultimate implementation.

In response, the Administration explained that appointing members to represent sectoral interests might have the effect of prolonging the decision-making process of the HKEAA as members would have to consult their respective sectors before expressing their views at meetings.

If the reporting department considers that the voluntary suspension of the contractor should be uplifted, all other works departments should be consulted to ensure that there are no objections before uplifting.
