Yet this future perspective, and its utopian message of hope, needs to be balanced with an appreciation of children’sown sense of hope in their current and near future lives; for children, play is at the heart of the everyday things that matter.

The representative of Kyrgyzstan thanked UNICEF for its humanitarian assistance during the conflict of 2010 and noted that the proposed programme for 2012-2016 would support government and civil society efforts to increase equity and social inclusion for children who live in poverty, need protection and are at risk of ethnic violence, so that children can exercise theirrights.

Nordic countries — both Governments and civil society — have been committed supporters of UNICEF since its establishment.

As well, Afghanistan stressed the importance of gender equality, as well as equal access to education for all children, embodied in its legal system.

It also noted that procedures for reporting cases of violence against children were extremely long and lacked comprehensive measures to respond and provide care to those affected.

The Committee notes the existence of the Office of the Ombudsman, but also notes that its mandate is limited to public administration matters and that it does nothave a practice of considering complaints from children.

The Committee also urges the State party to ensure that the Public Defender for Human Rights is provided with all the necessary financial, technical and human resources to effectively address complaints it receives from children.

It recommended that Germany undertake additional measures to support migrants and implement recommendations of the treaty bodies, including from the Convention on the Rights of the Child (CRC), on support for migrants’ families.
