One respondent stated that the notion of priorities would make sense only insofar as the structure was “moveable” and not rigid; another raised the question to what extent UNESCO’s impact would be visible at the global, regional and local levels.

If the Government is still looking at this problem from a conventional perspective, and if it is to approach this problem from a very inflexible way of thinking and a rigid administrative and bureaucratic mentality, plus an obdurate legal viewpoint, it will only make the people curse the Government every time they go through customs clearance.

The Special Rapporteur noted that a Member State had expressed the view that the rule in draft article 11 was too rigid and that the perceptions and matter of survival of treaties could change as an armed conflict unfolded, and that, accordingly, the circumstances that led to the loss of the right to put an end to a treaty could sometimes only be appreciated once the armed conflict had produced its effect on the treaty, which was not necessarily the case at the outbreak of the conflict.

The study points out that the formulae should not be used as a replacement for carefully considered and justified budget proposals to precisely determine staffing levels for various functions, because such a rigid approach carries the risk of the understaffing of areas that would be critically needed should special circumstances arise, or could force overstaffing in areas where additional posts are not needed.

In paragraph 21 of its report on the support account for peacekeeping operations (A/49/904), the Advisory Committee commented on the attempt to define “core” and “non-core” requirements and “recognized that it may no longer be useful to continue to try to compose arbitrary and, in the end, inevitably rigid and artificial criteria for core and non-core posts and activities.

The Special Rapporteur therefore thought that the Commission should not only take that practice into account but should encourage it, while taking care not to destroy its spontaneity and effectiveness through a legal formalism that might make it inflexible.

We consider that this resolution is unable to manifest the aim of legal aid, rather, it highlights the authorities' rigid way of doing things, that every administrative task is conducted in strict accordance with the book without giving consideration to the realistic conditions of society.

(d) Certain areas of education, such as specific vocational training programmes, do not provide equal vocational training opportunities for all children, some of them are being exclusively available to boys or girls and that the curriculum is still stereotyping women’s role in books, especially from first to third grades.

More seriously, the rigidity of the wage adjustment mechanism will turn the original short-term periodic unemployment into long-term structural unemployment.

The Department would not like to see rigid rules and barrier that frustrate or inhibit people taking up public services appointments especially at a time we are advocating a more open government and value the advice and input from professionals and stakeholders in our work.

But when an enormous calamity hits us, the rigid system of our “daily life”  freezes.

There are also specific groups that face special difficulties in accessing employment, such as young people with low educational levels, young women in traditional homes where roles are rigidly distributed, young people who are neither studying nor working, and ethnic minorities.

Third, when the Chief Executive stood for election for the first time, he expressed great worries about the "bipolar development of the social structure", that is, a "M-shaped" development with intensified disparity between the rich and the poor, and that social mobility was stagnant and inadequate.

These programs are based on the concept of enhancing gender equality, and allowing each child to pursue his/her innate talents and inclinations without deference to social pressures and inflexible gender expectations.

The situation has become highly dangerous as a result of Israeli inflexibility, its systematic violation of the rights of Arab citizens living under its occupation, the country’s refusal to implement hundreds of United Nations resolutions, and the crimes that have been perpetrated against Arabs in Syria and Palestine.
