For the biennium 2010–2011, adoption of Council decision 2009/251 would give rise to requirements of $125,600 under section 2 (General Assembly and Economic and Social Council affairs and conference management) of the proposed programme budget to provide for conference servicing of the working group for a total of four two-day meetings, with interpretation in the six official languages of the United Nations; and $30,000 under section 16 (International drug control, crime and terrorism prevention and criminal justice) for the travel of representatives to the reconvened sessions.

In order to provide full service for the high-level review, the Secretariat would seek to identify resources that could be redeployed from the provisions to be made underSection 2, General Assembly and Economic and Social Council affairs and conference management, and Section 28D, Office of Central Support Services, of the proposed programme budget for the biennium 2010-2011, despite the fact that the modalities contained in draft resolution A/C.2/64/L.46 exceeded those planned by the Department for General Assembly and Conference Management in its draft calendar of conferences and meetings for 2010-2011.

The adoption of the resolution by the Human Rights Council gives rise to estimated total additional requirements of $163,500, to hold a one-day workshop under (a) section 23, Human rights, of an amount $79,400 consisting of travel costs for 10 experts (2 from each regional group) ($64,500) and consultant services for two months ($14,900); (b) section 2, General Assembly and Economic and Social Council affairs and conference management for conference servicing ($84,100); and (c) section 28E, Administration, Geneva, for administrative support ($700).

Mr Jeffrey LAM noted that the Government planned to gradually relocate the 27 policy bureaux/departments in the three government office buildings at the Wan Chai waterfront to other districts, and would study the feasibility of making use of old industrial buildings in the relocation of the departments affected.

For the three sessions of the meetings of the new committee to be held in the biennium 2010-2011, that is, one session in Geneva in 2010 and two sessions to be held in New York in 2011, additional conference-servicing requirements of $501,200 would arise, comprising of $481,200 under section 2, General Assembly and Economic and Social Council affairs and conference management, and $20,000 undersection 28D, Office of Central Support Services, for other support services, of the programme budget for the biennium 2010-2011, after deducting the existing provision of $845,500 provided to the two sessions of the Committee of Experts on International Cooperation in Tax Matters.

Two constituent associations of the staff side of another central consultative council comment that the distinctive and special responsibilities of the Police grades, in particular its role as the ‘resource of first and last resort’ should be taken into full account in determining the level of the Police pay.
