I would like to request your kind assistance in ensuring the circulation of the present letter, transmitting statements by the Ministry of Foreign Affairs of Georgia regarding the so-called agreements between the Russian Federation and the proxy regime of Abkhazia in the field of energy and the denial of access to the World Food Programme into the occupied territory of Georgia (see annexes I and II), and its annexes, as a document of the sixty-fourth session of the General Assembly, under agenda item 14, and of the Security Council.

I have the honour to transmit the statements of the Ministry of Foreign Affairs of Georgia concerning the statement made by the Ministry of Foreign Affairs of the Russian Federation on 1 February 2011, and concerning so-called local elections conducted by the proxy regime in Abkhazia, Georgia, on 12 February 2011 (see annexes I and II).

This fact indicates clearly that Moscow still adheres to its tendency of politicizing humanitarian issues, in particular by demanding that the international organizations accredited in Georgia appeal to the Kremlin-controlled Tskhinvali proxy regime for permits to access the occupied territories.

Based on the texts of the aforesaid agreements and explanatory notes and conclusions attached thereto, Russia in fact recognizes that in defiance of its international commitments and in complete disregard for the sovereignty of Georgia, it has been carrying out illegal economic activity in the so-called conflict zones since the 1990s, establishing relations with the proxy regimes as independent entities.

After failing to make the first West Sea skirmish an ignition point for an allout war, the puppet military warmongers sparked off the second armed conflict in the waters in 2002 when the hot wind of reconciliation and unity swept the peninsula more furiously than before.

country and proxy regimes created by such country is null and void given that so-called South Ossetia and Abkhazia are not subjects of international law and these territories are universally recognized as integral parts of Georgia.

Even though the provision of humanitarian aid is not a political issue, the Russian Federation and its proxy regime in the Tskhinvali region are attempting to politicize this issue by establishing unacceptable illegal rules for humanitarian missions.

All the facts prove that the Yonphyong Island shelling was by no means an accidental case but a product of protracted confrontation with fellow countrymen incited by the successive puppet warmongers and a direct revelation of the systematic extension of their military provocations.
