These savings stem from the provision of more cost-effective ground handling services in-house in Khartoum and El Obeid for the full period rather than contracting out to commercial vendors, the reduction of air flight hours, as improvements in maintenance and repairs to helipads have allowed for more efficient air fleet management that result in lower requirements for helicopters to position or reposition in Kadugli, the reduction in the holding of spare parts as major maintenance work for ageing medium and heavy vehicle fleets, as accident repair and painting is outsourced, the reduction in vehicle replacements, as vehicles are redeployed from Khartoum to the sectors and team sites in support of Comprehensive Peace Agreement-related activities, and dispatch service is outsourced in part in Khartoum to accommodate the increase in demand, as fewer vehicles are available.

The inordinate length of translation times, especially in cases of selfrepresented appellants, calls for greater explanation than suitable for a report of this size, but it can be said that efforts are under way to more effectively liaise with the supervisors in the Conference and Language Services Section on a continual basis in order to assess progress and determine the need for requesting prioritization of specific translations, and to readdress the internal requirement of the Conference and Language Services Section that the revision process for translation of a judgement must be accomplished as a whole, rather than volume by volume (which would allow for gradual release of translated portions).

At its sixty-sixth session, the General Assembly stressed the importance of the work of the United Nations Special Coordinator for the Middle East Peace Process and Personal Representative of the Secretary-General to the Palestine Liberation Organization and the Palestinian Authority and of the steps taken under the auspices of the Secretary-General to ensure the achievement of a coordinated mechanism for United Nations activities throughout the occupied territories, and requested the Secretary-General to submit a report to the Assembly at its sixty-seventh session, through the Economic and Social Council, on the implementation of the resolution, containing an assessment of the assistance actually received by the Palestinian people and of the needs still unmet and specific proposals for responding effectively to them (resolution 66/118).

Several delegations considered that further sustained efforts needed to be conducted to increase the scope and visibility of UNESCO’s efforts in leading the United Nations Decade on Education for Sustainable Development (DESD) (2005-2014).

We reiterate our support for UNIPSIL and the work of the Sierra Leone configuration of the Peacebuilding Commission, and call for greater support from the international community for the processes under way in Sierra Leone.
