The services sought, which are described in paragraphs 294 to 299 of the report of the Secretary-General, include the updating of the contents of the e-learning modules/certification programmes related to revised staff rules and regulations in the areas of administration of entitlements and benefits, recruitment and selection, dispute resolution, monitoring and performance management, for which funding was previously provided from extrabudgetary resources but is no longer available ($40,800); ongoing technical support and maintenance of Nucleus, a legacy system for the recruitment, selection and bringing on-board of staff in the field until completion of the transition to Inspira and deployment of Umoja ($52,300); and the development of mechanisms and tools to perform analytical functions required in workforce planning in field missions, which is a departmentspecific operational need ($133,000).

The Funding of this Agreement will not be modified on the basis of any future Executive Committee decision that may affect the funding of any other consumption sector projects or any other related activities in the Country.

The only issue we have experienced is the challenge of running some of the older educational applications which were not designed for use over this type of network and these minor issues are now all being ironed out.

Areas identified for further improvement and refinement were the need to reduce still further personnel costs in relation to programme costs, the definition of a public information strategy, the need to highlight better the contribution of extrabudgetary funds to the realization of principal and other objectives of each major programme, the elimination of superannuated projects and improvements in context mapping which would also help to identify the comparative advantages of the Organization vis-à-vis other actors.

Asset management has not been a priority, demonstrated by the lack of guidance and advice provided to relevant mission asset personnel, resulting in engineering asset database errors, lack of identification of excess stock, slow moving or obsolete stock and appropriate action to ensure the stocks are properly managed, and lack of support with codification and classification to ensure a consistent description of assets, thus ensuring homogenous recording of the assets in the database.
