The Forum provides an opportunity for information-sharing on educational programmes and projects, exchange of views on key issues and convergence of approaches in supporting government plans and policies in the education sector.

Nevertheless, further efforts could be made in identifying ways in which LDCs can address challenges related to climate change in order to achieve sustained, equitable and inclusive economic growth.

These include the importance of a holistic approach to education that recognizes the interdependency of the different levels and settings of education and the contribution of each of them towards the achievement of the education for all goals; the need to bolster attention to the quality of education in the wake of relative success in increasing access; and the need to continue promoting the principles of a culture of peace through education as a means of building more just, tolerant and sustainable societies.

PRECISE had three components: create safe homes by changing the hazard environment in and around the home and risk behaviours of household members; create safe schools by heightening knowledge and awareness among students and teachers on the potential risks and hazards of injuries and identifying the potential risk environmentsin and around school; and create safe communities through advocacy, day care for supervision of young children, swimming and water safety, disaster preparedness and a first response system.

In this connection, the Chairman also recalled that in June 2009 the Working Group had held an informal meeting at which members discussed ways of promoting and facilitating the implementation of the Safety Framework and providing a sound basis for deciding what, if any, further work should be carried out to support implementation of the Safety Framework.

Simple actions which have been proven to make a difference in terms of transparency include: supporting local radio stations in vernacular languages, both as a means to reinforce the voice of local communities (by providing channels for conveying priorities and needs) and for education purposes (sharing budget information); promoting better dissemination of budget information; and promoting communication between institutions (e.g., by support for printing budget sheets and distributing them).

A life-cycle approach is valuable in gaining perspective on how consumption and production choices are interrelated and can have complex, sometimes unintended, consequences for sustainable development.

In this regard, it will be recalled that in previous sessions of the Authority, several developing States members had called for assistance in the development of national legislation regarding exploration for and exploitation of marine minerals, noting that most States lacked such legislation and that the international regime formed a valuable precedent for appropriate regulatory measures that, among other things, ensured adequate protection for the marine environment.

With such emphasis on the environment, we consider that environmental education and human rights education related to environmental issues are an important part of the overall environmental agenda, and we call upon all Member States to demonstrate in practice their commitment to education by including environmental education as a means to understand and reconnect to the natural world, our environment, our home upon which we all rely for our physical, spiritual and cultural well-being.

Given the new security threats and economic constraints we face, this debate provides an opportunity to reaffirm our commitment to improving the ability of the United Nations to prevent conflict, to forge sustainable peace agreements and to keep and build peace.

It will also be an opportunity to analyze the challenges that must be kept in mind from a practical point of view in implementing the mandates of peacekeeping operations that include protection of civilian components, as well as to become aware of the experiences of the main troop contributors and of the Secretariat.
