To promote a gender perspective in cultural and intercultural rights, education and quality of life through the establishment of social policies on formal and non-formal education, eradication of illiteracy and training in technical areas and technology, that will bring about change in customs and habits, thereby promoting equality between men and women.

As a means of ensuring the survival of the customs and the traditional institutions of indigenous peoples, States should endeavour to delineate the lands belonging to indigenous peoples on the basis of their customary land laws and ensure recognition by granting inalienable land titles on a collective basis.

In 2009, the General Assembly adopted resolution 64/145 on the girl child, focusing on child marriage and calling on States to take measures to address the root causes of child and forced marriages, to raise awareness of the negative aspects of such practices and to strengthen legislation and policies to protect the rights of the child, especially the girl child.

The indirect category includes: deaths due to poorly conducted or clandestine abortions; maternal mortality; deaths from harmful practices; deaths linked to human trafficking, drug dealing, organized crime and gangrelated activities; the death of girls or women from simple neglect, through starvation or illtreatment; and deliberate acts or omissions by the State.

That this Council urges the Government to comprehensively review the West Kowloon Cultural District development project, consider the ‘software’ contents before planning the cultural facilities, extend the deadline for submission of development proposals, openly and thoroughly consult the cultural sector, professional bodies, the real estate sector, the Legislative Council, the public and relevant organizations, and uphold the ‘people-oriented’, ‘partnership’ and ‘community-driven’ principles put forward by the Culture and Heritage Commission for the West Kowloon development in formulating a development and operation plan that is open, fair and proper; and in the process of development, the Government should also facilitate a partnership between developers and the cultural sector, so as to allow the latter to participate in the planning and future operation of the facilities in the district.
