Efforts to mitigate these risks will include choosing partners with care and ensuring that WIPO works with those partners who are committed to their role as change agents, who plan on the basis of a systematic study of the IP needs of SMEs, who have a clear policy and strategy for creating awareness and building capacity of SMEs on IP asset management, who monitor and evaluate the quality and cost-effectiveness of their activities and, above all, who are likely to continue their programs of assistance to SMEs in the medium to longer term.

In 2006, UNESCO successfully consolidated its role as a major facilitator for international cooperation in the field of media development, through its regular programme and the International Programme for the Development of Communication (IPDC).

The Organization pursued its threefold role in the follow-up of the World Summit on the Information Society (WSIS) by carrying out concrete activities included in the WSIS Action Plan in the framework of its own programmes; by facilitating the coherent implementation of six Action Lines of the Geneva Plan of Action; and by ensuring, together with ITU and UNDP, the overall multi-stakeholder coordination of the facilitators of all 11 Action Lines.

Communication and information: (1) contributing to African development through diaspora members who are actors in the development of their countries of origin, in line with the joint Africa-EU declaration and the second CIAD outcomes that recommend the facilitation of “the role of diasporas in order to contribute to the sustainable development of their countries of origin”; (2) including new African languages in the digital world, relying notably on the African Diaspora; (3) building “virtual laboratories” to bring together Africans and members of the African Diasporas through the use of ICTs; (4) launching a “Diaspora experts network” to elaborate project proposals for submission to international partners (European Union, African Development Bank, European Development Bank, Islamic Development Bank, China-Africa Forum, TICAD, USAID, World Bank, etc.).

The brochure “Mainstreaming the needs of youth” highlights UNESCO best practices in the youth domain and emphasizes the Organization’s commitment to empowering young people by focusing on them as responsible partners and catalysts for change.

Furthermore, building on the successful experience of Mondialogo, a public-private partnership linking schools and 90,000 students in over 160 countries, the Associated Schools Project Network (ASPnet) site could also include more interactive materials for the promotion of global crosscultural interaction among young pupils via the Internet, to further the role of schools and teachers as “navigators for peace and agents for positive change”.

The study also recommends that, within the context of promoting South-South cooperation in education, UNESCO should: (a) facilitate the harmonization of education systems to meet the needs of a globalizing world; (b) build a broader partnership by working with regional and subregional organizations to focus on commonly shared priority issues in developing countries; and (c) perform the proactive roles of facilitator, innovator and catalyst in the international community to make its interventions more effective.
