The Group reiterates its recommendation that UNOCI hire qualified customs consultants to provide a consistent monitoring capacity to its Integrated Embargo Monitoring Unit and to carry out physical inspections of cargoes based on a risk assessment strategy (see S/2010/179, para. 123), with a view to uncovering potential violations of the embargo on arms and related materiel.

The concepts that underpinned this work were shaped by UNESCO’s innovative thinking on inclusive cities and the research provided by several UNESCO Chairs in partnership with UN-HABITAT.

There were cases where issues concerning the application of universal jurisdiction, usually along side other bases of jurisdiction, were provided for, either expressly or impliedly, in their domestic penal codes (e.g., Austria, the Plurinational State of Bolivia, Bulgaria, Cameroon, Costa Rica, Estonia, El Salvador, Ethiopia, Iraq, Israel, Malaysia, Norway, Peru, Slovenia, Sweden, Switzerland), including the military penal codes (e.g., Switzerland), the Penal Law (e.g., Israel), criminal codes (e.g., Armenia, Australia, Azerbaijan, Belarus, Belgium, the Czech Republic, Cyprus, Denmark, Finland, Germany, Italy, Malta, the Netherlands, Portugal, Slovenia, the Republic of Korea) or codes of criminal procedure (e.g., Armenia, Belarus, Belgium, Cameroon, France, Germany, Iraq, Norway, Sweden, Tunisia), or the criminal law (e.g., China) or acts on powers of judiciary, such as courts acts (e.g., Mauritius) or Courts of Judicature Act (e.g., Malaysia).

International Pen was also concerned about the existence of “blasphemy” laws, under which a number of writers and publishers had been charged and imprisoned and sentenced to death, and indicated that it would continue to call for the release of those imprisoned under such legislation.

The Organic Law on Education defines the aims of education as follows: (a) to develop each human being’s creative potential for the full exercise of his or her personality and citizenship; (b) to develop a new political culture grounded in proactive participation and action to strengthen the power of the people; (c) to develop individuals on the basis of a geohistorical approach aimed at instilling awareness of their nationality and sovereignty; (d) to promote respect for human dignity and training informed by the ethical values of tolerance, justice, solidarity, peace, respect for human rights and non-discrimination; (e) to encourage the growth of ecological awareness with a view to preserving biodiversity and social diversity; and (f) to educate pupils in, by and through liberating social work from an integral standpoint.

However, given the strategic importance of the area as a justification for the PLA’s budgetary growth, it is likely to continue to emphasise the need for more assertive policy (see Section IV.D).

The purpose may differ, with unilateral action reported to provide recognition of action by developing countries and a comprehensive picture of the actions by a country, while internationally support action would be reported to enable verification.

At that session, the Commission agreed that: (i) any future review should be based on the previous deliberations on the subject in the Commission, the observations by France and the United States (A/CN.9/635 and A/CN.9/639, respectively), and the note by the Secretariat (A/CN.9/638 and addenda), which was considered as providing a particularly important historical overview of the establishment and evolution of UNCITRAL rules of procedure and methods of work; (ii) the Secretariat should be entrusted with the preparation of a working document describing current practices of the Commission with the application of rules of procedure and methods of work, in particular as regards decision-making and participation of non-State entities in the work of UNCITRAL, distilling the relevant information from its previous note (A/CN.9/638 and addenda); this working document would serve for future deliberations on the subject in the Commission in formal and informal settings.

The Coordinating Committee also agreed that these experimental sessions should be based on certain key principles, including: that participation would be on a voluntary basis, particularly as concerns States Parties that would be the subject of a national focus; that the overarching purpose of each session would be to seek cooperative means to support implementation; and, that there would be no report produced attributing views to any participant or revealing participants’ affiliations.

(a) The steps taken to ensure that no one is involuntarily placed in psychiatric institutions for non-medical reasons; that any involuntary hospitalization for medical reasons is based on the advice of independent psychiatric experts; and that decisions by the State party to involuntarily hospitalize individuals in psychiatric institutions may be appealed.

The conditions of service for language specialists were governed by General Assembly resolutions 59/265, 60/236 B, 61/236 and 62/225, the United Nations Staff Regulations and Rules, and the agreements between the United Nations and the International Association of Conference Translators (AITC) and the International Association of Conference Interpreters (AIIC).

Actions for climate change mitigation and adaptation and environmental sustainability will be based on least developed country-specific objectives defined in Agenda 21, the Johannesburg Plan of Implementation and Millennium Development Goal 7, as well as commitments from multilateral environmental agreements.

Noting with concern measures that can undermine human rights and the rule of law, such as the detention of persons suspected of acts of terrorism in the absence of a legal basis for detention and due process guarantees, the deprivation of liberty that amounts to placing a detained person outside the protection of the law, the trial of suspects without fundamental judicial guarantees, the illegal deprivation of liberty and transfer of individuals suspected of terrorist activities, and the return of suspects to countries without individual assessment of the risk of there being substantial grounds for believing that they would be in danger of subjection to torture, and limitations to effective scrutiny of counter-terrorism measures

In this regard, we are compelled to reiterate that East Jerusalem is an integral part of the Occupied Palestinian Territory, it remains occupied, and that, in the context of the two-State solution for peace — on which there is a clear international consensus on the basis of international law, United Nations resolutions, the Arab Peace Initiative and the Quartet road map — it is to be the future capital of the State of Palestine.

The Advisory Committee had commented in more detail on disciplinary issues in its report on investigations pursuant to General Assembly resolution 62/247 (A/63/492) and would address the issue of delegation of authority for disciplinary matters in the field in its forthcoming report on the administration of justice.

There were also nine other presenters, whose papers focused on an analysis of mining technologies developed in the 1970s and 1980s and model mining units envisaged in the 1970s and 1980s; project economics and cost models that had been developed in the past for deep seabed mining; the economic and technical considerations underpinning the pioneer regime and the Authority’s regulations; possible use of space applications for deep seabed mining; the status of lift systems for polymetallic nodule mining; advances in nickel laterite processing and possible applications to polymetallic nodule processing; technology development for polymetallic sulphides and possible applications to nodule mining; and advances in riser technology for oil and gas and possible applications to nodule mining.

As a second step, this Union Direct administrative expense was allocated to the respective Unions on the basis of the relative share of each Union’s headcount to the total headcount of direct union-related programs.

(b) The United Nations Inter-Agency Coordinating Committee for Human Rights Education in the School System to submit a final evaluation report of the implementation of the first phase of the World Programme for Human Rights Education, based on national evaluation reports, in cooperation with relevant international, regional and nongovernmental organizations, to the General Assembly at its sixty-fifth session.
