Pursuant to General Assembly resolution 65/248, it is proposed that 18 posts be abolished (1 Supply Officer (P-3) and 1 Fuel Assistant (Field Service) in the Supply Section, 1 Medical Officer (P-4) in the Medical Section, 1 Engineer (Field Service) in the Engineering Section, 1 Transport Officer (Field Service) in the Transport Section and 13 Language Assistant (national General Service) in the Joint Logistics Operations Centre) and that 2 Field Service posts be converted to national General Service posts (1 Fuel Assistant in the Supply Section and 1 Property [...] [...]

The Supply Section comprises 22 continuing posts (1 P-5, 5 P-4, 10 P-3, 6 GS (OL)) funded from the support account.

The conversion of 35 individual contractors positions to national staff posts is proposed: Facilities Management Section (6 contractors) (A/64/698, para. 44); Information and Communications Technology/Logistics Campus Support Unit (2 contractors) (ibid.); Logistics Operations Section (4 contractors) (ibid., para. 46); Supply Section (6 contractors) (ibid.); Engineering Section (2 contractors) (ibid.); Transport Section (3 contractors) (ibid.); and Communications and Information Technology Services (12 contractors) (ibid., para. 59).

In the Transportation and Movement Integrated Control Centre, it is proposed that the four posts: a Transport Officer (P-3 level), an Administrative Assistant (national General Service), an Administrative Assistant (Field Service) and a Transport Assistant (Field Service) be accommodated through the redeployment/ reassignment of a Contracts Management Officer in the Contracts Management Section (see para. 77), an Administrative Assistant in the Engineering Section (see para. 91) and a Supply Assistant in the Supply Section (see para. 99) and a Movement Control Assistant in the Movement Control Section (see para. 106).

Finally, taking into account the increased workload in the immediate Office of the Director, it is also proposed to reassign one existing post of Warehouse Assistant (Field Service) from the Supply Section to augment the administrative capacity of the immediate Office of the Director of Mission Support.

(g) Within the Integrated Support Services, the reassignment of an Asset Management Assistant (Field Service) post from the Supply Section to carry out the functions of Property Management Assistant and two Language Assistant (national General Service) posts from the Joint Logistics Operations Centre to carry out the functions of Aviation Assistant and Inventory and Supply Assistant, respectively (ibid., paras. 45-47).

In this connection, the Committee notes that, in response to its earlier recommendation that, following the introduction of the new hybrid contracts, the Secretary-General should propose the abolishment of posts linked to the management of fuel supply (see A/64/660/Add.8, para. 69), the proposed budget for 2011/12 also includes a decrease of 42 posts (abolition of 2 Field Service and 31 national General Service posts and outward redeployment of 9 national General Service posts) in the Supply Section (see paras. 43 and 45 of the present report).

In the Supply Section, it is proposed that one Fuel Assistant (Field Service) post, the functions of which can be performed adequately by national staff, be reclassified to national General Service staff.

Accordingly, it is proposed that five continuing posts in the Supply Section be abolished, and be established in the Office of the Director, Office of the Chief, Logistics Service and Central Warehouse and Distribution Section of UNLB, as indicated in the above heading.

It is also proposed that 4 national General Service posts (Procurement Assistant, Team Assistant, Fuel Assistant and Electrician/Heating, Ventilation and Air Conditioning (HVAC) Technician) in the Procurement, Finance, Supply and Engineering Sections, respectively, be reassigned as Fire Safety Assistant posts in the Fire Safety Unit.
