The Director-General has also borne in mind that the present C/4 and C/5 system is rather complex and cumbersome, that it has too many layers with too many categories difficult to distinguish (e.g. cross-cutting themes, mainstreaming, flagships, principal and other priorities), that it limits flexibility to meet evolving programme resource needs, that intersectoral efforts are too often an afterthought in the programming exercise and that monitoring does not receive sufficient attention.

As regards the related requirements for the biennium 2010–2011 of $4,378,900, it is indicated that specific proposals to strengthen the permanent conference-servicing capacity of the United Nations Office at Geneva to meet the increased demands stemming from the activities of the Human Rights Council and other human rights mechanisms have been included in the proposed programme budget for the biennium 2010–2011 (ibid., paras. 31–34).

At its sixty-sixth session, the General Assembly stressed the importance of the work of the United Nations Special Coordinator for the Middle East Peace Process and Personal Representative of the Secretary-General to the Palestine Liberation Organization and the Palestinian Authority and of the steps taken under the auspices of the Secretary-General to ensure the achievement of a coordinated mechanism for United Nations activities throughout the occupied territories, and requested the Secretary-General to submit a report to the Assembly at its sixty-seventh session, through the Economic and Social Council, on the implementation of the resolution, containing an assessment of the assistance actually received by the Palestinian people and of the needs still unmet and specific proposals for responding effectively to them (resolution 66/118).

Responding to the need for information on educational activities, which take place outside the formal school system, the UIS is cooperating with the Basic Education Division, the Asia-Pacific Cultural Centre for UNESCO (ACCU) of Japan and selected Member States, in launching pilot projects to establish management information systems for non-formal education and to field-test concepts, methodologies and software applications for the collection, processing, analysis and dissemination of information on non-formal education.
