The Director-General has been requested to prepare, in consultation with Member States, an intersectoral programme with targeted actions aimed at: strengthening education for a culture of peace and non-violence, promoting natural sciences as a universal language and vehicle for intercultural dialogue and exchange and peace; underlining the role of social and human sciences in promoting universal values, democracy and human rights; stressing the role of cultural diversity, intercultural dialogue and heritage for mutual understanding and reconciliation; exploring opportunities offered by the media as a vehicle for reconciliation, tolerance and intercultural understanding especially highlighting the use of new media by youth.

Among other pressing issues special emphasis was placed on quality education for all in particular in rural areas, gender mainstreaming, the needs of youth in the face of unemployment and the incidence of HIV/AIDS, HIV/AIDS prevention, environmental sustainability, human security, science education for sustainable development, education for peace and tolerance, conflict prevention, promotion of intercultural and inter-faith dialogue, cultural diversity and multilingualism.

Given the massive volume of daily uses of the public healthcare services, and the need to provide an instant return to the public hospitals and clinics upon receipt of requests for checking the eligibility of non-permanent HKIC holders for subsidized healthcare services, USFH advised that the proposed system was considered the most preferred option as it could achieve a proper balance among the above objectives.

Referring to the comments from the representatives of the United States of America and the Islamic Republic of Iran, she stressed that joint initiatives, which were increasingly common within the United Nations system, helped promote a comprehensive and integrated approach to the issues of gender equality and the advancement of women.

In addition, the critical question is how to incentivize domestic and foreign private investors to develop or spread the necessary technologies or expertise.

We share the concern — expressed in the report of the assessment mission to the Sahel (see S/2012/42) and reiterated by the Secretary-General — over the combined effects of poverty, food insecurity and natural disasters, together with institutional fragility and limited access to basic social services, have heightened the vulnerability of the Sahel communities and increased their dependency on humanitarian assistance.

That, in view of the Administration's failure to take effective action to amend the 15 relevant Ordinances which bind the Government so that they also bind the offices of the CPG in the HKSAR and to complete the review of the applicability of the Personal Data (Privacy) Ordinance to the CPG offices in the HKSAR, resulting in these offices not being required to abide by these Ordinances, and as the Administration has delayed the adaptation of the 35 relevant Ordinances which are expressed to bind, or apply to, the "Crown", this Council expresses serious concern and urges the Administration to explain the reasons for the slow progress of the work and to expedite amendment and adaptation of the relevant Ordinances.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.

With regard to the rights of gays, lesbians and transsexuals, and the legislation that recognized the rights of couples cohabiting and couples of the same sex, Uruguay reported on the new law on adoption guaranteeing this right for these couples and on the bill on gender identity.

In addition, greater efforts must be made to generate a global strategy to prioritise and mainstream the development dimension into global processes, and in the relevant multilateral institutions in order to enable developing countries to benefit from the opportunities offered by globalisation and trade liberalisation, including through the creation of an enabling external economic environment for development which requires greater coherence between the international trading, monetary and financial systems that should be universal, open, equitable, non-coercive, rule-based, predictable and non-discriminatory.
