It was suggested that the States Parties reflect on how theycan enable the necessary in-depth analysis and discussion of the requests in order to ensure that high quality requests continue to be the norm.

164 The Board may from time to time and at any time, by power of attorney under the seal, appoint any company, firm or person or any fluctuating body of persons, whether nominated directly or indirectly by the Board, to be the attorney or attorneys of the Company for such purposes and with such powers, authorities and discretions (not exceeding those vested in or exercisable by the Board under these Articles) and for such period and subject to such conditions as it may think fit, and any such power of attorney may contain such provisions for the protection and convenience of persons dealing with any such attorney as the Board may think fit, and may also authorise any such attorney to sub-delegate all or any of the powers, authorities and discretions vested in him.

The meeting strongly welcomed the advances in results-based programming which should, nonetheless, be further strengthened and refined with a view to achieving a better balance between qualitative and quantitative indicators, complementarity with the expected outcomes of the Medium-Term Strategy and coherence between expected outcomes, expected results, as well as monitoring instruments and reporting standards.

Following a discussion, the Executive Committee decided to approve the pilot project for validation of methyl formate as a blowing agent in the manufacture of polyurethane foam (phase I) in Brazil at a total cost of US $401,500 plus agency support costs of US $30,113 for UNDP, noting that the project was consistent with decision 55/43(e) and that it had been designed to disseminate the results from the validation of methyl formate technology in rigid and integral skin polyurethane foam applications globally, and on the understanding that the project would be the final validation project for methyl formate in the manufacture of rigid and integral skin polyurethane foams, and that approval of the project was without prejudice to consideration of the future funding request for phase II of the project by the Executive Committee.

It hoped that the final results of this and other meetings expected to be held in the future would be satisfactory to both sides.

The Meeting also called on all States Parties to recommit, evenin difficult financial times, to realising a world without anti-personnel mines, where the rights of all are respected and where all women, girls, boys and men can live in dignity and prosperity.

Several delegations commended the secretariat for documenting and sharing good practices and country experiences in eco-city development, promotion of public transportation, green buildings, 3R (reduce, reuse, recycle) strategies, sustainable urban planning, solid waste management, water supply, sewerage, participatory approaches to urban management, promotion of public-private partnerships and municipal finance.

Note to the Working Group The Working Group may wish to note that: (a) under option C in paragraph 1, the registry should have both numerical and name indexes and searchers should be able to search with one or the other indexing criterion; and (b) paragraph 4 has been inserted for the Working Group to consider the matter of the address of the grantor; and (c) the address of the grantor and secured creditor or its representative has to be part of the record, but not necessarily part of the identifier, except if there is a need for additional information to identify the secured creditor, its representative or the grantor.

His delegation requested the international community, as a matter of urgency: to take all the measures indicated in the conclusions and recommendations of the report contained in document A/64/339, including the imposition of sanctions on Israel if it failed to comply fully with all United Nations resolutions; to request Israel to allow the members of the Special Committee to enter the occupied territories in order to fulfil its mandate; and torequire the Israeli Government to pay appropriate compensation for the damage it had inflicted on the Palestinians and the population of the occupied Syrian Golan.
