In this context, the report addresses issues concerning work permits for spouses and children, domestic helpers and non-dependent family members of staff; the acquisition, rental and sale of real estate by staff; the integration of staff into the social security system of host countries; the possibility for staff members and their families to retire in the host countries; and the payment of value added tax (VAT) and other taxes, as well as income taxation issues.

It should be considered that the final will of indigenous peoples who are subjected to forced labour may not be to become hired workers in the haciendas, but to recover their land and resources.

In that regard, the recent adoption of the ILO Convention Concerning Decent Work for Domestic Workers was an important step towards guaranteeing workers in the informal economy the same basic rights as other workers.

collecting data and statistics; the establishment of a special office in the Ministry of Labour for assisting women migrant domestic workers; issuing publications and handbooks for women workers to assist them in becoming familiar with knowing their rights; organizing a campaign to promote the rights of women workers, including the right to retain their personal documents (identity papers) and the right to freedom of movement and to privacy; and giving the director of general security and the internal security forces the power to protect some of the rights of women workers.

In every factory in which, by reason of the manufacturing process carried on, there is given off any dust or fumes or other impurity of such a nature and to such an extent as is likely to be injurious or offensive to the workers employed therein, effective measures shall be taken to prevent its accumulation in any work-room and its inhalation by workers, and if any exhaust appliance is necessary for this purpose, it shall be applied as near as possible to the point of origin of the dust, fumes or other impurity, and such point shall be enclosed so far as is possible.

In every factory effective arrangements shall be made to provide and maintain at a suitable point conveniently situated for all workers employed therein, a sufficient supply of wholesome drinking water.

Every investor who wishes to start and develop their business activity in Poland must take into account the employment of workers.

During her membership in NHRC, she was active in advocating for the rights of women, children, people with disabilities and domestic workers.

(d) The Regional Office for Europe, with the participation of the ILOBrussels Office, organized a legal colloquium on international human rights instruments and their applicability to the promotion and protection of the human rights of migrant women domestic workers in Europe (Brussels, 25-26 May 2010), with the participation of, inter alia, the Chair of the Committee on Migrant Workers and representatives of EU member States, the European Commission, United Nations agencies, civil society organizations and national human rights institutions.

As a result, the 2011 social security inscription rate for male and female domestic workers, 38.6 per cent, was above the national average, with a significant increase in coverage which had been below 15 per cent for the sector in 2006.

An important feature of changing patterns of work has been the globalization of care work, as reflected, for example, in the large-scale migration of women from some developing countries to wealthier countries to work as domestic workers.

The organization’s hotline handled thousands of calls and provided free legal counselling to women; education and training were provided in law, information technology, civil education, life skills, and the occupational safety and health of domestic workers and unpaid homemakers; nearly 14,000 women participated in a project on sustainable development of the community.
