Many Member States identified opportunities for furthering intersectoral cooperation in the following areas: multilingualism; ICTs for education, especially for teacher training; media education; production of diversified and culturally diversified local content; cultural heritage, in particular by strengthening the links between the Memory of the World Programme and the other cultural heritage activities under Major Programme IV; infoethics; and the use of ICTs in human rights and democracy education.

Rather than reciprocate the efforts and gestures made for peace — from the explicit commitment to peace and the two-State solution based on the pre-1967 borders made by the Palestinian leadership, beginning with the Palestinian Declaration of Independence over 20 years ago; to the Madrid, Oslo, Taba, Sharm el-Sheikh and Annapolis commitments; the Arab Peace Initiative over eight years ago; the road map to Mideast peace and the Quartet Statement; the diplomatic efforts of the United States of America and all other concerned nations — Israel continues to pay only lip-service to the pursuit of peace, while its actions are actually destroying any chance for the realization of peace.

Algeria appreciated the efforts made to promote women and their participation in decision-making processes, as well as the measures taken to facilitate their access to justice.

Establishing of additional requirements for buildings and construction work, laying down detailed procedures for issuing of building and usage permits, and arranging effective supervision of construction helps to improve the quality of construction work and ensures the safety of buildings and a safe environment.

Poor material conditions are exacerbated by overcrowding and adversely affect everyone living or working in prison; they contribute to the tensions in custody and to the deterioration of relations among prisoners and between prisoners and staff, which in turn increases the risk of ill-treatment.

The Secretary-General also states that inter-agency coordination and collaboration among United Nations system agencies working in Africa will be strengthened through the regional consultation meetings of those agencies convened by ECA in support of the priorities of NEPAD (ibid., para. 18A.8).

An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the directors, as well as evaluating the overall presentation of the financial statements.

It was noted that they, along with the ICBL, have helped the States Parties increase their understanding of how the CRPD can assist in our cooperation and assistance efforts as concerns victim assistance.

The Security Council, in its resolution 1810 (2008), decided that the Committee should continue to intensify its efforts to promote the full implementation by all States of resolution 1540 (2004) through its programme of work, which includes the compilation of information on the status of States’ implementation of all aspects of resolution 1540 (2004), outreach, dialogue, assistance and cooperation, and which addresses in particular all aspects of paragraphs 1 and 2 of that resolution, as well as of paragraph 3, which encompasses (a) accountability, (b) physical protection, (c) border controls and law enforcement efforts and (d) national export and trans-shipment controls, including controls on providing funds and services such as financing to such export and trans-shipment.

Notwithstanding the date on which the Agreement comes into effect, if from the date of this Agreement there is any repeal or amendment to the APCO (other than pursuant to the Government’s proposal to amend the APCO to cap the emissions of the Pollutants and to facilitate the use of emissions trading as described in a Legislative Council Panel on Environmental Affairs Paper reference CB(1) 418/07-08(07) dated 17 December 2007 (“Legislative Proposal”)) or any renewal of or change to any Specified Process Licence (other than to the amount of the Initial Cap or pursuant to the Legislative Proposal), which has a material effect on the Mechanism or HEC’s emissions performance or compliance with the Total Permissible Emissions, the Mechanism shall not apply to that Applicable Year and any subsequent Applicable Years until HEC and the Government have reached agreement as to the amendments to this Schedule that are required to give continued effect to the Mechanism.

The Committee recommends that the Report continue to feature such elements as economic and social analysis of the impacts of disasters, descriptions of regional cooperation and analysis of the role of space applications and information and communications technology (ICT) in disaster risk reduction, in addition to new elements, such as (a) information on champions for disaster risk reduction, (b) social and psychological analysis, (c) coverage of community practices vis-à-vis global perspectives, (d) analysis of a possible linkage between the Hyogo Framework for Action and the Millennium Development Goals and (e) linkage to the Global Assessment Report on Disaster Risk Reduction.

The benchmarks adopted so far include: (a) adoption of a formal ERM policy since 2008; (b) an active enterprise risk management committee chaired by the Associate Administrator; (c) a formal implementation strategy for the adoption of ERM in UNDP; (d) dedicated training of staff on the policies and toolkits for ERM (e) clear procedures for the identification, reporting and escalation of relevant risks through the reporting lines for consideration by the ERM committee; (f) dedicated resources for monitoring of and follow up on the corporate risks log; (f) an enabling system for the reporting and review of unit-level and corporate risk; (h) progressively integrated risk-informed and results-based unit work-planning and reporting processes; (i) a planned and periodic review of ERM policies and practices; and (j) contributions to inter-agency experience exchange and learning based on the ERM experiences of UNDP.

The Government of India also agrees to allow independent verification audits as provided for in this agreement, and in addition, external evaluation as may be directed by the Executive Committee, to verify that annual CFC consumption levels correspond to those agreed and that the implementation of the Refrigeration (Manufacturing) Sector Phase-out Plan proceeds as scheduled and agreed in annual implementation programs.

Delegates agreed that various successful agricultural practices – including restoration of degraded lands, sound management of grazing lands, improved crop cultivation, improved agriculture water management, best practices in aquaculture and agroforestry and development of biogas – can contribute to both adaptation and mitigation objectives.

Selected local experts will be trained, as central human resources, for the HPMP preparation and implementation in the advanced technologies areas in the service sector, trends and alternative technologies and experiences attained in other countries for the HPMP.

It welcomed Yemen’s interest in ensuring women’s rights and its acceptance of Bahrain’s recommendation to promote the role of women in society and their access to decision-making posts, as well as of other recommendations relating to discrimination against women.

The following six high-level interactive thematic debates were organized as part of the Fourth United Nations Conference on the Least Developed Countries: (i) Enhancing productive capacities and the role of the private sector in least developed countries; (ii) Resource mobilization for least developed countries’ development and global partnership; (iii) Harnessing trade for least developed countries’ development and transformation; (iv) Good governance at all levels; (v) Reducing vulnerabilities, responding to emerging challenges, and enhancing food security in the least developed countries; and (vi) Human and social development, gender equality and empowerment of women.

This responsibility includes designing, implementing and maintaining internal control relevant to the preparation and the true and fair presentation of financial statements that are free from material misstatement, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances.

In addition, the ICBL noted that many efficiency issues they have raised touch upon the role of the United Nations and, in this regard, expressed appreciation for a constructive dialogue that has started in recent months between non-governmental organisations and the UN.

Concerning the contribution to conflict and post-conflict areas, several Member States proposed to continue promoting the ideals of a culture of peace and to coordinate UNESCO’s action in that regard with that of other United Nations organizations, in particular as regards the reconstruction of education systems and the preservation of cultural heritage.

For example, the text of the Final Document had significantly watered down the commitments for nuclear-weapon States to reduce the operational status of their arsenals and to cease the development and qualitative improvement of their nuclear weapons; it did not oblige the nuclear-weapon States to abolish the role of nuclear weapons in their military doctrines or to accept a legally binding instrument for the prohibition of nuclear weapons; it did not call for the withdrawal of nuclear weapons from the territories of non-nuclearweapon States; it did not include the specific timeline for the total elimination of nuclear weapons called for by the Group of Non-Aligned States parties to the Treaty; and, in particular, it failed to call upon Israel, the only obstacle to a nuclear-weapon-free zone in the Middle East, to cease the development of nuclear weapons and to accede to the Non-Proliferation Treaty without preconditions.

The Tribunal also exhibits several novelties from the point of view of procedure, including: (a) a Pre-Trial Judge with significant authority and responsibility; (b) a more proactive role for judges; (c) extensive victim participation in the proceedings; (d) measures alternative to detention, aimed at ensuring that freedom pending trial is the norm rather than the exception; (e) the protection of sensitive information, both to ensure the safety of witnesses and to accommodate the legitimate requests of States (including national security interests); and (f) trials in the absence of the accused under certain circumstances and with mechanisms designed to fully protect the rights of the accused.

It took the view that assistance from economically developed countries and multilateral funding agencies should play a more supportive role to enable lowincome countries, especially fragile and vulnerable countries, to overcome unfavourable socio-economic conditions.
