At times, the State has difficulty achieving the results that it would wish to see because of unforeseen expenses that have led to resources being diverted with the result that it cannot deliver on its promises on the ground.

Presentations were made by the Director of APCICT and by APCICT partners from Indonesia, Kyrgyzstan, Mongolia, the Philippines and the Pacific island countries.

At its sixty-fifth session, the General Assembly encouraged the Secretary-General, in consultation with the Governing Council of UN-Habitat, and in discussion with all the partners of the Habitat Agenda, to consider, in his report to the sixty-sixth session of the General Assembly on the question of convening in 2016 a third United Nations conference on housing and sustainable urban development (Habitat III), the possibility of integrating the two themes of “housing finance systems” and “sustainable urbanization”, previously suggested as topics for separate high-level events of the General Assembly, either into the preparatory process of Habitat III or into a combined theme for a single high-level event (resolution 65/165).

For example, if gender norms reinforce early pregnancy, there may be lack of awareness of girls’ rights to education and equality among family members and of the health risks of pregnancy for young adolescents; lack of positive leadership by community elders, local teachers and political leaders regarding gender roles; lack of education regarding women’s rights and gender equality in national school curricula, coupled with forced pregnancy testing in schools or other policies that reinforce gender norms; national legislation that directly discriminates against women and girls or has a disproportionate adverse impact on them; economic pressures that contribute to early marriage and pregnancy; or a combination of the above.

Special efforts were made to meet the extremely tight timeframe in order to allow the Director-General to validate all work plans at the beginning of the new biennium and to improve the coherence of budget information and the qualitative information of strategy, background and expected results as well as the focus on resultsbased programming in general.

More efforts to continue to clarify the interpretation of the domestic legislation may be needed to define the difference between the objective elements of active and passive bribery, on the one hand, and their attempt, on the other, as well as to clarify the interpretation of legislative amendments relating to the inclusion of both material and non-material advantages in the bribery provisions of the Criminal Code.

Reductions have been made across several other budget cost categories to align with the expenditure patterns of the current biennium.

Under the Basel Convention this constitutes an operation “which may lead to resource recovery1 , recycling, reclamation, direct reuse or alternative uses” under categories R1 (“use as a fuel or other means to generate energy”) and/or R5 (“recycling/reclamation of other inorganic materials”) of part B of Annex IV to the Convention.

A special role in human and institutional capacity-building in science and technology is being played by UNESCO’s International Basic Sciences Programme (IBSP), which aims at the reinforcement of intergovernmental cooperation in strengthening national capacities for basic research, training and science education through international and regional cooperation in development-oriented areas of national priority.
