Describing this situation in its final study on discrimination in the context of the right to food (A/HRC/16/40), the Advisory Committee identified peasant farmers, small landholders, landless workers, fisher-folk, hunters and gatherers as among the most discriminated-against and vulnerable groups.

Two of the 4 general temporary assistance positions, 1 P-4 and 1 P-3 Training Officers, and 1 P-4 continuing post, currently funded from the support account, design, deliver, upgrade, harmonize and evaluate three ongoing cross-cutting leadership programmes: the senior mission leaders’ programme, a two-week course, conducted twice annually at a host Member State, for 26 candidates from Member States, the Secretariat, the United Nations agencies, programmes and funds); the senior leaders’ programme, a compulsory orientation course for all mission personnel at the D-2 level and above, conducted twice annually in New York; and SMART, an intensive year-long programme involving distance learning and three week-long workshops for two groups of 40 candidates.

16.93 The subprogramme is expected to achieve its objectives and expected accomplishments on the assumption that (a) sufficient data on drugs and crime are available and reported by Member States; (b) Governments that have the establishment or improvement of forensic and scientific capacity high on their list of priorities are committed to forensic best practice implementation and integrate forensic science laboratories into the national drug control and crime prevention framework; (c) national laboratories have quality assurance high on their agenda and have relevant support from higher institutional levels; (d) national laboratories cooperate with each other and with relevant authorities (e.g. law enforcement, regulatory and health) within and between countries and with UNODC; (e) Member States continue to support integrated thematic programming by increasing voluntary contributions at the programmatic level; and (f) there are no significant shortfalls in extrabudgetary resources.

Recognizing once again the interconnected nature of the challenges in Afghanistan, reaffirming that sustainable progress on security, governance, human rights, the rule of law and development, as well as on the cross-cutting theme of counter-narcotics, is mutually reinforcing, and welcoming the continuing efforts of the Government of Afghanistan and the international community to address these challenges in a coherent manner

If it becomes known through public or other channels that there may be aliens or expatriate Cubans in the country who are wanted or listed as being involved in terrorist activity or other crimes, investigative measures are immediately begun against these individuals, depending on their degree of responsibility and participation, in order to bring them before the relevant courts.

States must respect and promote the rights of children living in poverty, including by strengthening and allocating the necessary resources to child protection strategies and programmes, with a particular focus on marginalized children, such as street children, child soldiers, children with disabilities, victims of trafficking, child heads of households and children living in care institutions, all of whom are at a heightened risk of exploitation and abuse.

The Assistant Director-General for Africa stressed the importance of wider sharing of this information with Permanent Delegations at Headquarters and of establishing links with the Africa portal currently being developed in the UNESCO website.
