To that end, we hope that this meeting will serve as a catalyst for united action in formulating concrete strategies to achieve our objective to recognize the victims of racism, racial discrimination, xenophobia and related intolerance, and to provide them with justice, dignity and a fair chance for realizing their full potential, as well as raising racism as a global concern.

Hearings were still ongoing and justice would ultimately be done.

Justice was achieved in accordance with divine law, and the Libyan Arab Jamahiriya must refer to what was stated in the holy Koran, noting that we were all equal and could improve ourselves only through our convictions.

While obtaining justice for the tragic events of the past, emphasis would be placed on the compelling need for national reconciliation in order to build durable peace, democracy and prosperity for the Cambodian people.

And while it is critical that we review the Council’s past decisions, it is equally important that we focus on the future — on how to bring about more effective and consistent Council action on accountability and in doing so ensure that scrutiny and accountability, and, crucially, justice become the norm.

At that stage, they will become the “speaking law” in order to translate the provisions of the statute and the Rules of Procedure and Evidence into living and operational law, and thereby dispense justice in an absolutely impartial manner.

In so doing, it establishes comprehensive legal mechanisms of a practical nature aimed at underpinning the exercise of and claim to all rights, at ensuring respect for those rights by administrative bodies and at guaranteeing the right to litigate.

The strengthened focus on transnational organized crime in the report of the Secretary-General entitled “Delivering justice: programme of action to strengthen the rule of law at the national and international level” (A/66/749), which will be discussed at a high-level meeting of the sixty-seventh session of the General Assembly, is another step towards highlighting the need for effective law enforcement cooperation among countries.

In 2010, I issued guidance on the United Nations approach to transitional justice to strengthen the coherence and quality of the assistance provided to judicial and non-judicial processes and mechanisms, based on national consultations, that ensure accountability, serve justice and achieve reconciliation in the context of past large-scale abuses.

The members of the Security Council agreed on a statement to the press in which they welcomed the conclusion of a largely peaceful and orderly voting period for the Southern Sudan referendum; deplored the violence that had occurred in Abyei and reiterated their deep concern about the absence of an agreement on Abyei; stressed the importance of continued implementation of the Comprehensive Peace Agreement and urged the parties to reach an agreement on Abyei and other critical issues; expressed their deep concern at the increase in violence and insecurity in Darfur and urged all parties to cease hostilities; recalled the importance of ending impunity and of justice for crimes committed in Darfur; and reaffirmed support for the peace process for Darfur led by the African Union and the United Nations.

The Ministers also reiterated their calls upon the international community, including the Security Council, to ensure that thorough investigations are carried out of all the crimes and violations committed by Israel, the occupying Power, in the Gaza Strip and that serious follow-up efforts are undertaken to hold accountable the perpetrators of such crimes and bring an end to Israel’s impunity and defiance of the law and to realize justice for the victims.

Each National Assembly session is broadcast on television and radio, and a hotline is set up for the citizens to make complaints, express their opinions and comments, make petitions to seek justice, and raise matters affecting their rights and interests as a result of the activities and performances by authorities.

Allow me to go back in history — not to the past 3,000 years exploited by Zionism to create the tragedy we see today in Palestine; but to the past 100 years, evidence of which clearly still exists throughout historical Palestine — in order to demonstrate the extent of the injustice meted out to the Palestinian people and to find an exemplary way to serve justice and avert war and destruction in Palestine and the entire region.

(e) Immediately investigate all acts of torture and ill-treatment in pretrial detention and provide their victims with access to justice and means of redress.

In order to promote and facilitate the mechanisms for justice, truth and reparation for victims of forced disappearances committed during the armed conflict, the State party should adopt draft act No. 3590 on the establishment of a national commission to investigate the whereabouts of disappeared persons, provide it with the necessary human and material resources and establish a single centralized registry of disappeared persons.

In many of its meetings the SPT requested, but was not provided with, the number of individuals sentenced under the crime of torture.22 Individuals interviewed by the SPT did not expect that justice would be done or that their situation would be considered by state institutions.

Turning the page on the brutalities of the past and achieving long-lasting peace and reconciliation required not only that justice be done, but also that sincere apologies be made to the nations and families of the victims.

(a) The creation of new powers for the administration of social justice, in areas such as children and adolescents, the protection of the rights of women to a life free of violence, agrarian law, the strengthening of labour justice with a modern tendency towards conciliation to facilitate rulings and the administration of justice

Gravely concerned by reports regarding serious human rights violations and grave breaches of international humanitarian law committed during the military operations in the Gaza Strip between December 2008 and January 2009, including the findings in the summary by the Secretary-General of the report of the Board of Inquiry10 and in the report of the United Nations Fact-finding Mission on the Gaza Conflict,11 and stressing the necessity for serious follow-up by all parties to the recommendations addressed to them towards ensuring accountability and justice

The programme was also designed to boost the capacity of indigenous women’s organizations; to ensure that indigenous peoples, as a whole, had full access to justice, in keeping with their customs; and to train civil servants in all aspects of non-discrimination and intercultural approaches.

In this regard, it must also be recalled that this crime was detailed in the report of the United Nations Fact-Finding Mission on the Gaza Conflict (the Goldstone report) and is among the many crimes committed by Israel, the occupying Power, against the Palestinian people, for which justice remains elusive.

The constituent documents of the two International Tribunals, the International Criminal Court and the Special Court for Sierra Leone include provisions to ensure the delivery of gender-sensitive justice, including victim and witness protection measures.

The Committee also notes the progress made towards full reconciliation of the people of Rwanda following the genocide that occurred in 1994, as well as efforts undertaken to provide justice to victims of the genocide and to build a State based on the rule of law.

During the reporting period, the organization cooperated with many NGOs in a range of regional and global actions on issues addressed by the United Nations and articulated in the Millennium Development Goals, focusing in particular on gender and children’s perspectives, conflict resolution and the development and implementation of international and humanitarian law and justice for all.
