In compliance with the resolutions adopted by the United Nations General Assembly, Mexico has submitted reports on measures adopted at the national level on various items, including: (a) Objective information on military matters, including transparency in military expenditure; (b) Confidence-building measures in the context of conventional weapons; (c) Control of conventional weapons at the regional and subregional levels; (d) Implementation of the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction; and (e) the United Nations Register of Conventional Arms.

Accordingly, these State parties must make a particular effort to ensure that the information they provide on each area that contains mines or is suspected to contain mines is as comprehensive as possible, i.e. that it includes the name of each area identified, its precise geographical location, its size, the estimated quantity of anti-personnel mines emplaced in the area, the area of land released, the methods used to make the area non-hazardous, the quantity of anti-personnel mines destroyed, the date of land release and lastly the size of the area still to be cleared, if applicable.

Turkmenistan has ratified a number of international conventions and agreements for the implementation of its disarmament obligations: the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction; the Treaty on the Non-Proliferation of Nuclear Weapons; the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction; the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction; the Comprehensive Nuclear-Test-Ban Treaty; the International Convention for the Suppression of Terrorist Bombings; the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components and Ammunition; and the United Nations Convention against Transnational Organized Crime.

Australia was convinced that universal accession to and implementation of the Ottawa Convention were the best way to end the suffering caused by anti-personnel mines.

(c) Business entities that are complicit in human rights abuses, tolerate forced or compulsory labour or the use of child labour,e are involved in the sale or manufacture of anti-personnel mines or their components or otherwise do not meet relevant obligations or responsibilities stipulated by the United Nations are not eligible for partnership.

The Anti-Personnel Mine Ban Convention [...] [...]

The States Parties have noted that unchanging numbers of retained mines, particularly when there is no expression of intent to use them for permitted purposes, may be considered by some to undermine the obligation to destroy stockpiled anti-personnel mines.

The Committee is furthermore concerned over the lack of adequate programmes for rehabilitation of children who have been victims of antipersonnel mines.

Under the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction, known as the Ottawa Convention, States parties are obliged to clear anti-personnel mines in mined areas within 10 years of the Convention’s entry into force, unless an extension is granted under the Convention.

The Committee is deeply concerned about the impact of the armed conflict on children, including that children remain at risk of being shot in open conflict areas; access to humanitarian services is obstructed in conflict-affected areas; children are killed and maimed by anti-personnel landmines and unexploded ordinance; they are displaced and live in poor economic and social situation; and schools were attacked during the many years of systematic destruction of entire villages by the military carrying out its “four cuts” policy.

Pursuant to the Nairobi Action Plan, many of these visits targeted the few remaining signatories that have not yet ratified the Convention and States not parties “that continue to use, produce, or possess large stockpiles of anti-personnel mines, or otherwise warrant special concern for humanitarian reasons.

In recent years, the internal armed conflict has moved towards the periphery and border regions of the country, forcing guerrilla groups to retreat and operate in small groups, at times dressed as civilians, using small arms and anti-personnel mines in a widespread manner.

In the interests of general and complete disarmament, Canada is a State party to the Biological and Toxin Weapons Convention (for which Canada’s Ambassador Marius Grinius chaired the 2009 meetings), the Chemical Weapons Convention, the Ottawa Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction, the Treaty on Conventional Forces in Europe, the Treaty on Open Skies, the Convention on Certain Conventional Weapons and the Outer Space Treaty.

On 26 April, as a result of sustained advocacy efforts led by my Special Representative, the Government of Iraq reaffirmed its commitment to the national mine action programme and took a number of critical decisions to strengthen its institutional capacities in order to meet the obligations set out in the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction, by nominating the Ministry of Defence to provide materials for all demining activities in central and southern Iraq, agreeing to appoint a Director General for the Directorate of Mine Action within the Ministry of Environment, and activating interministerial cooperation.

It is also a great pleasure to be here on this auspicious day, a day when so many high-level representatives have travelled to Geneva to address the Conference, and a day which coincidentally is the twelfth anniversary of the entry into force of the Anti-Personnel Mine Ban Convention.

Cuba had been subjected to five decades of continuous hostility on the part of a military super-Power, so it was not in a position to renounce the use of MOTAPMs, but it would continue to support efforts to eliminate the indiscriminate and irresponsible use of anti-personnel mines while balancing humanitarian considerations with national security.

UNICEF supported programmes in over 25 countries and engaged in advocacy activities at the global and national levels in relation to the Convention on Cluster Munitions, Anti-Personnel Mine Ban Convention, and the Convention on the Rights of Persons with Disabilities.

The landmark 1997 UN Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-personnel Mines and on Their Destruction (Mine-Ban Convention) bans the production, use and export of these weapons and has nearly universal support.
